The General Manager is responsible for the full operational and financial performance of the Casino and Hotel, reporting directly to the WDC Board of Directors. The General Manager exercises day-to-day management authority over all departments — Gaming, Food & Beverage, Lodging, Retail, Marketing, Security, and Administration — within the scope of authority delegated by the WDC Board under the Corporation’s Charter and Bylaws, and is accountable for budgeting, financial reporting, capital planning, regulatory compliance, and workforce development, including training a Tribal Member Assistant General Manager to ultimately succeed in this role.Priority Areas for This TransitionThe outgoing General Manager has identified the following as critical to the next General Manager’s success, based on direct experience operating the property:Financial Leadership: the next General Manager must bring strong, hands-on financial leadership — either personally or through a strengthened Finance function reporting to them — including budget discipline, internal controls, and audit-ready reporting.Marketing Leadership: sustained, strategic marketing leadership is required to grow visitation and revenue per guest, building on recent targeted-promotion results and the planned Three-Diamond positioning.Business Development — Alcohol & Beverage Expansion: lead the development of new on-property alcohol service points (e.g., center bar, banquet bars) in direct collaboration with the Ute Mountain Ute Tribal Council, including navigating BIA approval and Federal Register publication requirements specific to alcohol service on tribal trust land. This is a multi-year regulatory process requiring sustained Tribal Council coordination, not solely an internal capital project.Key ResponsibilitiesDirect day-to-day operations across Gaming, Food & Beverage, Lodging, Retail, Marketing, Security, and Administration, with full P&L accountability for the enterprise.Provide direct, hands-on financial leadership — budget development, internal controls, and accurate, timely reporting — either personally or through close oversight of the Finance/Accounting function and the lead Finance/Accounting executive.Lead strategic marketing planning and execution to grow revenue per visit and overall visitation, beyond day-to-day promotional execution.Lead Business Development of new alcohol service points on property, serving as the primary point of contact with the Tribal Council on licensing, BIA approval, and Federal Register publication requirements.Prepare and present the annual fiscal year budget to the WDC Board by September 1st of each year and cooperate fully with the Board’s independent CPA in the annual audit.Submit monthly reports to the Board covering operational performance, financial summary (profit/loss, bank accounts, receivables, assets, and liabilities), and employment statistics (tribal hiring, terminations, training programs).Attend monthly Gaming Commission and WDC Board meetings; ensure transparent, timely communication with the Board and Tribal Council on material incidents and operational issues.Develop and execute a long-term (3–5 year) capital improvement plan and an annual capital expenditure plan and oversee active capital projects through completion.Lead the property’s pursuit of a Three-Diamond rating and oversee hospitality training standards across Food & Beverage and Lodging.Maintain and grow tribal employment levels in line with Board-approved targets and complete a documented succession plan for key positions and department heads.Train a Tribal Member Assistant General Manager to perform all duties of the General Manager role, including obtaining the required state Key License.Ensure all contracts, leases, and financial instruments are executed strictly within Board-delegated authority and reviewed by Tribal legal counsel; no document executed by the General Manager may waive the Tribe’s sovereign immunity absent an express WDC Board resolution.Maintain strict confidentiality of all Tribal and Corporation business information consistent with the Corporation’s governing documents.Compensation & BenefitsCompetitive base salary commensurate with experience, with an annual performance incentive plan tied to financial performance, audit results, capital project execution, and tribal employment/succession goals. Benefits include relocation assistance, temporary on-site lodging during transition, a Casino-provided vehicle for business use, paid vacation, and participation in the Corporation’s standard benefits programs (medical, dental, vision, disability, life insurance, and 401(k)).Minimum QualificationsSignificant senior leadership experience in casino, hospitality, or resort operations, including direct P&L responsibility for a multi-department property.Demonstrated financial leadership: budget development, internal controls, and financial reporting — a CFO/controller background, or direct GM experience owning the finance function, is strongly preferred for this transition.Demonstrated marketing leadership at a strategic (not solely promotional/execution) level, with measurable revenue or visitation growth results.Experience or strong familiarity with alcohol licensing and regulatory approval processes; experience working directly with a governing body (Tribal Council, gaming commission, or similar) on regulatory matters is a significant advantage.Demonstrated experience managing food & beverage and lodging operations to a consistent service standard, including staffing, training, and vendor/menu management through major service transitions (e.g., new restaurant launches or service-model conversions).Working knowledge of gaming operations, including slot and table games performance metrics (hold percentage, coin-in, net win) and gaming compliance requirements.Ability to obtain and maintain a state Gaming Key License and any other licensing required for the position.Demonstrated commitment to tribal employment, workforce development, and succession planning.Eligibility and willingness to relocate to Towaoc, Colorado.Preferred QualificationsPrior experience achieving or maintaining a Diamond rating or comparable hospitality quality certification.Experience operating in a tribal gaming or tribal government context, including familiarity with tribal sovereign immunity, tribal preference laws, and Tribal Council reporting relationships.Experience standardizing financial reporting across multiple departments or enterprises.Bachelor’s degree in Hospitality Management, Business Administration, or a related field preferred, although an equivalent combination of education and experience may be considered in lieu of a degree.Weenuch-u’ Development Corporation is an enterprise of the Ute Mountain Ute Tribe and provides tribal member hiring preference as required by Tribal law. #J-18808-Ljbffr
