Job description


The Security Manager oversees physical security systems, access control programs, video surveillance systems, incident response coordination, threat mitigation, emergency preparedness, and security-related regulatory compliance across the USF Health portfolio.
Responsibilities
  • Manage and administer physical security systems, including access control, video surveillance, intrusion detection, and related technologies, ensuring reliable operation, maintenance, lifecycle planning, and regulatory compliance across the USF Health portfolio.
  • Oversee access management programs, including intake, review, approval, modification, and auditing of access requests, while ensuring appropriate security controls for clinical spaces, research laboratories, pharmacies, controlled substance storage areas, vivariums, data rooms, and other restricted-access environments.
  • Conduct routine security assessments, facility inspections, and risk evaluations to identify vulnerabilities, recommend corrective actions, and support continuous improvement of security standards across clinical, research, educational, and administrative facilities.
  • Serve as the primary liaison between USF Health, University Police, Environmental Health & Safety, Emergency Management, Information Technology, Operational Technology, property management teams, and external law enforcement agencies regarding security incidents, investigations, threat assessments, and prevention strategies.
  • Monitor, evaluate, and resolve complex security, safety, and operational issues requiring cross-departmental coordination and stakeholder alignment.
  • Support planning, design, construction, renovation, relocation, and occupancy initiatives by reviewing security requirements and coordinating implementation of physical security infrastructure, access control systems, and surveillance technologies.
  • Coordinate emergency preparedness, incident response, business continuity, crowd management, and special event security planning in collaboration with USF Emergency Management, University Police, USF Health leadership, and external agencies.
  • Develop, implement, and maintain security policies, procedures, standards, training programs, and documentation to ensure compliance with applicable regulatory, accreditation, University, healthcare, research, and life-safety requirements.
  • Oversee third-party service providers, consultants, and maintenance contractors supporting security systems and services, ensuring contractual compliance, performance delivery, budget accountability, and alignment with organizational objectives.
  • Develop and maintain security performance metrics, incident reporting, and capital improvement recommendations while supporting annual operating and capital budget planning related to security infrastructure, technology, and facility protection programs.
  • Performs other duties as assigned.

Qualifications
The position requires master's degree in an appropriate area of specialization; or a bachelor's degree in an appropriate area of specialization and two years of appropriate experience. Directly related career experience may be substituted for the degree requirements on a year for year basis. A minimum of two (2) years managerial experience.
Degree Equivalency Clause: Four years of direct experience for a bachelor's degree.

• SB 1310: Substitution of Work Experience for Postsecondary Education Requirements
• A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed:
• (a) Two years of direct experience for an associate degree;
• (b) Four years of direct experience for a bachelor's degree;
• (c) Six years of direct experience for a master's degree;
• (d) Seven years of direct experience for a professional degree; or
• (e) Nine years of direct experience for a doctoral degree
• Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
• Minimum Qualifications that require a high school diploma are exempt from SB 1310.
