Assistant Director of Community Planning & Development

📍 Location: Hollywood, FL – Onsite

💰 Salary: $140,000–$175,000+ annually, depending on experience

Exceptional candidates may be considered up to approximately $200,000.

Position Overview:

AppleOne has been retained by a well-established local government organization in South Florida to identify an experienced Assistant Director of Community Planning & Development.

This is a senior-level leadership opportunity for an accomplished planning and development professional with a strong background in municipal/government planning, urban planning, land development, community development, civil engineering, or a closely related discipline.

The Assistant Director will work closely with the Department Director to help lead planning operations, long-range development initiatives, comprehensive/master planning, land development services, capital improvement planning, and major commercial, industrial, and residential development initiatives.

The position is based onsite in Hollywood, Florida, with travel to additional locations as needed.

Key Responsibilities:

• Assist the Director in planning, organizing, directing, and overseeing department operations and services.
• Support the development, coordination, implementation, and ongoing management of comprehensive urban plans and master plans.
• Assist with strategic planning initiatives and major land development projects.
• Participate in the development and coordination of the organization's annual Capital Improvement Plan (CIP).
• Provide leadership and supervision to professional planning and development staff.
• Oversee and support planning activities involving commercial, industrial, residential, infrastructure, and community development projects.
• Assist in developing and implementing departmental policies, objectives, procedures, and strategic initiatives.
• Evaluate proposed development projects through data analysis, feasibility assessments, cost/benefit considerations, and long-range planning.
• Coordinate with internal departments, engineers, architects, consultants, developers, government agencies, and other stakeholders.
• Ensure planning and development activities comply with applicable laws, regulations, policies, and development standards.
• Support the use and advancement of data-driven planning technologies, including GIS, BIM, Digital Twin technologies, geospatial modeling, and visualization tools.

Required Qualifications:

• Bachelor's Degree required in one of the following or a closely related field:
• Urban Planning / Planning
• Architecture
• Landscape Architecture
• Civil Engineering
• Community Development
• Similar related discipline
• Minimum 7 years of professional experience in one or more of the following:
• Municipal or city planning
• Urban planning
• Community development
• Land development
• Civil engineering
• Comprehensive/master planning
• Related public-sector planning or development environment
• Supervisory/leadership experience is required.
• Candidate must possess at least one of the following professional credentials/certifications:
• AICP – American Institute of Certified Planners
• APA credential/membership as applicable to the position requirements
• State of Florida Professional Engineer (PE)
• Strong knowledge of community development, urban planning, land-use planning, economic development, and applicable laws and regulations.
• Strong written and verbal communication, organizational, leadership, and interpersonal skills.
• Proficiency with AutoCAD, Microsoft Office, databases, and related planning/development technology.
• Valid Florida Driver's License required.
• Ability to travel as necessary and occasionally work outside normal business hours based on operational needs.

Highly Preferred Technology Experience:

Candidates with experience incorporating technology into planning and development initiatives will be strongly considered. Preferred experience includes:

• GIS and geospatial data analysis
• Digital Twin technologies
• BIM / Building Information Modeling
• GIS-BIM interoperability
• 3D visualization and spatial modeling
• Infrastructure and asset-management datasets
• Enterprise data governance
• Digital modeling standards
• Scenario planning and forecasting
• Data-driven infrastructure and development analysis

Ideal Candidate:

The strongest candidate will likely come from a city, county, municipal, government, planning, engineering, or large-scale land development environment and have progressed into a leadership position overseeing professional staff and complex development initiatives.

We are particularly interested in professionals who understand both the technical and strategic sides of planning and development and can work effectively across planning, engineering, infrastructure, development, and executive leadership teams.

Compensation & Benefits

The anticipated salary range is $140,000–$175,000 annually, depending on experience and qualifications.

Exceptional candidates with particularly strong leadership, municipal planning, large-scale development, and technical credentials may be considered at compensation levels approaching $200,000.

Travel to other locations will be required as needed. A vehicle or mileage reimbursement will be provided for business-related travel.
