Position Summary

Under the supervision of the Vice President of Grants, the Program Manager (Family Planning and Sexual and Reproductive Health) will support the development of programmatic infrastructure related to family planning and sexual and reproductive health services. This position will also support the development and implementation of policies and procedures related to the management of the Title X Family Planning Services Program and other grant-funded programs.

The Program Manager will play an instrumental role in collaborating and integrating services across major disciplines, including Family Medicine with a focus on Family Planning, Obstetrics/Gynecology, Pediatrics, and Adolescent Health.

Key areas of responsibility include program development and oversight, grant management, proposal and report preparation, contracts management, subrecipient monitoring, budget oversight, data monitoring, program evaluation, compliance, and quality improvement.

The Program Manager will interact with internal team members and external partners and stakeholders, including subrecipients, consultants, community-based organizations, government representatives, and members of the community. This position will serve as an integrated member of Unity’s Grants Department.

Key Responsibilities
  • Oversee and manage non-clinical and clinical aspects of Unity’s Family Planning and Sexual and Reproductive Health Programs and other population health service programs in collaboration with the respective Medical Directors.
  • Collaborate with the Family Planning Medical Director and Nurse Manager to assess, implement, manage, and monitor family planning health services for Unity and its subrecipients.
  • Collaborate with other teams to manage population health service programs.
  • Monitor compliance with federal, state, and local requirements related to Unity’s Title X programming and other sexual and reproductive health programs.
  • Lead annual goal-setting activities that align with Unity’s organizational goals and national recommendations.
  • Develop, plan, and implement effective strategies to achieve annual program goals.
  • Identify, pursue, and manage funding opportunities.
  • Prepare grant proposals, progress reports, data reports, and other required documentation.
  • Facilitate program evaluation activities and support continuous program improvement.
  • Develop and monitor program budgets and ensure appropriate allocation of expenditures.
  • Monitor subrecipient spending and budgets.
  • Manage the annual Title X subrecipient grant application process.
  • Coordinate and manage annual comprehensive program reviews for Unity and Title X subrecipient sites.
  • Develop, implement, and monitor corrective action plans as needed.
  • Oversee the analysis of Unity and subrecipient data trends and evaluate program performance.
  • Facilitate team discussions related to quality improvement and training strategies.
  • Work closely with the Quality Improvement Specialist on quality improvement initiatives.
  • Serve as a primary contact for HHS/OPA and other local, regional, and national partners and stakeholders.
  • Represent Unity at local, regional, and national events.
  • Ensure ongoing communication and coordination across the family planning health team.
  • Participate in interviewing and/or training non-clinical staff, interns, and volunteers, as appropriate.
  • Maintain current knowledge of existing and emerging topics, regulations, and the relevant political landscape affecting family planning and sexual and reproductive health programs.
  • Attend operational and quality improvement meetings to support program integration and foster a culture of excellence.
  • Communicate regularly with the supervisor regarding program progress, successes, challenges, and opportunities.
  • Collaborate with other Program Managers on projects that integrate multiple disciplines and support the Grants Department as needed.
  • Participate in strategic and operational planning by recommending programmatic and service priorities and opportunities.
  • Perform other duties as assigned.
Minimum Qualifications
  • Master’s degree in Public Health, Health Care Administration, or a related field from an accredited college or university required.
  • Minimum of 3 years of professional program management experience in a community-based health program required.
  • Experience with grant writing, budgeting, and program evaluation preferred.
  • Knowledge of Title X and family planning programs.
  • Knowledge of public health funding.
  • Experience managing federal and state grants.
  • Knowledge of budgeting and proposal development.
  • Strong understanding of effective program management principles and practices.
  • Strong customer service skills, including professionalism, responsiveness, and follow-through.
  • Demonstrated ability to maintain a high level of ethical conduct regarding confidentiality, professional relationships, and professional responsibilities.
  • Strong organizational skills and attention to detail, with the ability to manage multiple priorities and meet deadlines.
  • Demonstrated initiative, proactive planning, and commitment to ongoing learning.
  • Ability to work effectively with multicultural and multidisciplinary teams.
  • Strong proficiency with technology and computer applications, including Microsoft Office Suite.
  • Ability to analyze and systematically compile technical and statistical information and prepare reports and correspondence.

  • Ability to interpret and apply federal, state, and local laws, regulations, and requirements.
  • Ability to analyze options and make recommendations regarding program goals, plans, budgets, and implementation strategies.
