Northrop Grumman Aeronautics Systems is seeking an International Training and Support (ITS) Program Manager (PM) within the Air Dominance Division F-35 Business Unit. The ITS PM will also be responsible for growth of the ITS Organizational Unit (OU) as it expands to additional countries. This leadership position is located onsite in El Segundo, CA or Redondo Beach, CA.


The ITS PM owns P&L and manages all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance. Develop new business or expand the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Roles and responsibilities include, but are not limited to, the following:

  • Reports to the F-35 VP while leading the ITS OU
  • Responsible and accountable for leading execution of contract scope, through diligent management of cost, schedule, and risk
  • Work with multiple supporting function to assist with developing international teaming agreements, executing product support plans, mobilization planning and Global Mobility Office (GMO) and International trade compliance (ITC)
  • Convert customer request and outputs into executable requirement and action plans
  • Leads multifunctional teams in the establishment and execution of milestones tied to master plans and schedules, identifies program problems and obtains solutions
  • Work with Supplier Program counterparts and teammates to drive execution of the work scope
  • Possesses an in-depth understanding of business unit financial objective mechanics and Program Management process and strategies for achieving financial objectives

Basic Qualifications:

  • Bachelor's degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a master's degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below
  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions
  • Prior management experience with programs valued at or greater than $25M
  • Prior experience with complex Fleet modernization, training, and/or field support services
  • Prior management experience managing suppliers and / or major subcontractors on sustainment programs
  • Prior leadership experience leading cross-functional teams
  • Experience with international customers

Preferred Qualifications:

  • Master's Degree in technical discipline
  • Current Secret Clearance
  • Ability to obtain Secret Clearance
  • Prior experience with managing international proposal / capture efforts
  • Strong communication skills with the ability to engage at the senior management level
Primary Level Salary Range: $193,000.00 - $289,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
