GENERAL DESCRIPTION:
The Wyoming Department of Health is seeking a dedicated individual to lead the Immunization Unit. The Wyoming Immunization Unit works with healthcare providers and other immunization partners to protect Wyoming's communities against vaccine-preventable diseases. The Immunization Unit Manager oversees and manages all operations related to planning, directing, implementing, and evaluating state and federal public vaccine programs and the Wyoming Immunization Registry (WyIR).

  • Ensure Unit infrastructure to support organizational capacity, program operations, funding stability, and fiscal accountability.
  • Coordinate and collaborate with state, regional, and/or local health jurisdictions, as applicable, to implement immunization program activities.
  • Oversee and manage the Immunization Unit budget, which includes federal and state general fund; prepare unit biennial budget requests; and monitor the expenditure of funds.
  • Assess staff training needs and provide opportunities for training and workforce development.
  • Identify immunization-related public health issues; investigate and analyze causal and contributing factors; articulate and present viable solutions and courses of action.
  • Educate the public and stakeholders on the burden of vaccine-preventable diseases and the impact of effective immunization strategies by presenting information to groups of various sizes and compositions (e.g., health professionals and community groups).
  • Foster active partnerships, coordination, and collaboration with external partners to build consensus to maximize reach and effectiveness at the population level.
  • Manage contractual and financial relationships and partnerships.
  • Identify data sources (e.g., immunization information systems, school coverage data, state-level health surveys, Behavioral Risk Factor Surveillance System) and use the data to estimate vaccination coverage across geographic areas and population subgroups, including current estimates.
  • Perform activities to improve vaccination coverage within population subgroups and across the state.
  • Oversee all public vaccine programs.
  • Develop supportive, trusting relationships with staff to foster a cohesive, effective team.
  • Supervise six staff directly with 11 total staff in the Unit.
  • Provide leadership for the advancement of the Immunization Information System (IIS) capabilities by ensuring the implementation of the CDC IIS Functional Standards and evaluating performance.
  • Promote and provide educational opportunities for healthcare providers and the general public.
  • Accurately interpret state and federal rules, regulations, policies, and procedures.
  • Manage federal grants, including, but not limited to, facilitating the completion of required needs assessments; preparing and finalizing the application, budget, progress report, and other required documentation; and interpreting and assuring compliance with federal grant requirements.
Qualifications
PREFERENCES:
Preference will be given to appliants wth public health, supervisory, and federal grant management experience.
KNOWLEDGE:
  • Knowledge of principles and practices of immunizations and public health.
  • Skills in personnel management, coaching, supervision, and leadership.
  • Knowledge of federal, state, and local laws.
  • Knowledge of budgetary procedures.
  • Ability to exercise independent judgment, supervise, and assign work to others.
  • Ability to perceive change and creatively bring about change and motivate others.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Healthcare)
Experience:
2-4 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Manager I

Education & Experience Substitution:
5-7 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Manager I
