Job description

The Representative Payee II is a key member of a multidisciplinary team, providing money management services to individuals experiencing severe mental illness, addiction, or houselessness. In this role, the Representative Payee II helps develop and maintain an agency-based representative payee program for clients who are unable to manage their Social Security benefits, ensuring their basic living needs are met. The position also provides leadership and coordination with the Social Security Administration (SSA) and ensures compliance with all applicable SSA rules and regulations.

Schedule: Monday - Friday, 8:00am - 4:30pm (Saturday & Sunday Off)
Location: Old Town Recovery Center (33 NW Broadway, Portland, OR 97209)
Compensation: $27.62 - $36.65/hr
* Final comp will be determined based on relevant experience, education, credentials/licensure, and internal equity. External candidates: Offer max $32.05/hr per our Union contract.

MINIMUM QUALIFICATIONS:
  • High School diploma or GED.
  • 2 years of experience with financial management within a non-profit or financial services setting and/or experience with budgeting and bill paying in a professional capacity.
  • Experience in MIP, accounting database, preferred.
  • Intermediate proficiency in math calculations.
  • Intermediate proficiency in Microsoft Excel.
  • Must have current CPR certification prior to start date.
  • Must have the ability to complete forms thoroughly and accurately.
  • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Physical ability to walk, bend, stoop, twist, kneel, reach, squat, pull, lift up to 25 lbs., climb stairs several times a day and stand for long periods of time.
  • Must pass pre-employment drug screen, TB test, and background check including DHS Background.
  • Must adhere to agency non-discrimination policies.
  • Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, political affiliation, cultural backgrounds, lifestyles and sexual orientation and treat individuals with respect and dignity.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Responsible for monitoring all client accounts in accordance with general accounting practices.
  • Provide collaboration with the clinical teams to identify potential clients and support current clients.
  • Offer individual skills training to assist with teaching clients how to manage and budget their funds.
  • Functions as a liaison with SSA to the Old Town Recovery Center and other stakeholders.
  • Participate in clinical staff meetings and case conferences as needed to assist with supporting clinical interventions to maximize community tenure.
  • Monitor and assure that the health and safety needs of clients are met.
  • Maintain client records as required by program standards and the Social Security Administration's requirements.
  • Work in collaboration with accounting team to ensure accounting practices are followed.
  • Attend required meetings and trainings.
  • Participate in setting goals and objectives for program and facilitating the achievement of those goals
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Attend all mandatory CCC trainings in a timely manner.
