What You Will Do:

  • Provide Lands & ROW support for pipeline operations and maintenance, including damage claims, encroachment monitoring, reclamation, drainage improvements, depth-of-cover mitigation, and cathodic protection programs.

  • Serve as primary Land lead for regional initiatives and Core Projects, ensuring alignment of land scope, schedules, and customer requirements.

  • Lead and support contractors and Land Advisors, providing direction, oversight, and quality assurance to ensure consistent deliverables and negotiation outcomes.

  • Develop and standardize Land Operations procedures, policies, templates, and agreements to improve efficiency and consistency across the organization.

  • Advise internal collaborators and cross-functional teams on land-related technical issues, while coordinating with regulators, landowners, and government agencies to ensure compliance.

  • Prepare, review, and manage land agreements and legal instruments, using Geographic Information System (GIS) tools and data systems to support accurate tracking and regulatory compliance.

Who You Are:

  • 6+ years of related right-of-way experience in progressive roles along with a Bachelor's degree or technical diploma and/or equivalent years of post-secondary education and directly related industry experience may be considered. For candidates who do not possess a university degree, an additional 3-years of related experience is required. For candidates who do not possess a technical diploma, an additional 2-years of related experience is required.

  • Strong understanding of federal, state, and Indigenous/Sovereign Nation regulations related to ROW activities and landowner responsibilities.

  • Demonstrated experience managing ROW for Core Projects and Programs, with solid knowledge of pipeline systems, facility interactions, and land acquisition/easement requirements.

  • Ability to interpret legal plans, titles, deeds, engineering drawings, and land documentation, while effectively collaborating with diverse groups.

  • Proven ability to interpret legislation and apply sound judgment, with strong decision-making skills in complex situations.

  • Proficient in Microsoft Office, GIS, and land systems, with excellent communication skills; knowledge of pipeline operations and negotiations preferred, along with a valid driver's license and International Right of Way Association (IRWA), or equivalent, designation.

Physical Requirementsinclude but are not limited to:

Grasping, kneeling, light - moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.

Mental Requirements(Both Field & Office) include but are not limited to:

Ability to: understand, remember and apply oral and/or written instructions or other information, understand complex problems and collaborate/explore alternative solutions, organize thoughts and ideas into understandable terminology, organize and prioritize work schedule on a short-term basis, make decisions which have moderate impact on the immediate work unit and monitor impact outside this area, understand and follow basic instructions and guidelines, complete routine forms, compose letters, outlines, memoranda and basic reports and communicate with individuals via telephone.

Working Conditions:

  • This role involves a mix of office work (51-75%) and travel (26-50%) to meet various partners and visit field locations within operating region. There will be some travel with field training, regional offices, and partner/landowner visits.

  • A valid driver's license and maintenance of a responsible driving record is required and will be verified prior to hire.

Salary:

  • Ranges from $100,000 - $140,000 USD for U.S. locations based upon candidate's experience, skills, and internal equity.
