Affordable Housing / Multifamily Construction

Based in Walnut Creek, California, Novin Construction is a Northern California Carpenter Union General Contractor and the construction affiliate of Novin Development Corp. Novin Construction leads or partners with other general contractors on affordable housing, multifamily, supportive housing, modular, rehabilitation, and mixed-use developments throughout California.
The company specializes in LIHTC affordable housing construction, prevailing wage projects, public-private partnerships, occupied rehabilitation, modular construction, and complex urban infill developments with an emphasis on safety, sustainability, lean construction practices, diligent project management, and high-quality execution.
Current and recent projects include affordable housing developments in Santa Cruz County, the Bay Area, and other Northern California communities including Park Haven Plaza in Soquel, 831 Water Street in Santa Cruz, and affordable housing rehabilitation projects utilizing modular and sustainable building approaches.

$135,000 – $190,000 base salary DOE; estimated total compensation $155,000 – $240,000+ annually

Role Summary

The Superintendent manages field operations for assigned projects and is the lead for jobsite safety, quality, schedule, logistics, and field coordination. The Superintendent works closely with the Project Manager, Project Engineer, subcontractors, inspectors, consultants, trade unions, public agencies, and adjacent community stakeholders to successfully complete projects.

Field Leadership
  • Manage jobsite safety, quality, and schedule from preconstruction through closeout.
  • Establish and maintain positive relationships with clients, Construction Managers, project teams, architects, engineers, subcontractors, adjacent communities, trade unions, and governmental agencies.
  • Lead project setup, jobsite logistics, field coordination, temporary facilities, site access, material deliveries, staging, and project schedules.
  • Mentor and develop field team members while effectively managing day-to-day field operations.
Schedule, Safety & Quality
  • Create and enforce site-specific emergency action plans in collaboration with the Project Manager.
  • Perform daily jobsite walks and submit daily reports, safety audits, manpower reports, and progress documentation.
  • Conduct and/or attend foreman meetings, pre-task meetings, safety meetings, pull-plan sessions, project staff meetings, and OAC meetings as required.
  • Manage subcontractor production, sequencing, performance, manpower, and schedule compliance.
  • Coordinate building inspections, subcontractor inspections, special inspections, utility coordination, and agency inspections.
Documentation & Closeout
  • Review project documents for constructability and content, including drawings, specifications, shop drawings, RFIs, ASIs, submittals, and change documentation.
  • Maintain and update jobsite records including RFIs, ASIs, as-builts, daily reports, inspection sign-offs, and punch-list documentation.
  • Support QA/QC implementation, punch-list completion, TCO, final occupancy, warranty turnover, and closeout.
Qualifications & Experience
  • 5–10+ years of experience as a Foreman, Assistant Superintendent, Superintendent, or equivalent construction field role.
  • Solid understanding of construction sequence, jobsite safety, planning, scheduling, building trades, quality control, and field technology.
  • Experience with multifamily, affordable housing, public works, prevailing wage, union labor, and occupied rehab preferred.
  • Must be able to read plans and specifications and coordinate field activities from construction documents.
  • Technical skills: Procore, Primavera P6, Microsoft Office, Bluebeam, tablets/iPads, and scheduling tools preferred.
Compensation & Benefits
  • $135,000 – $190,000 base salary DOE; estimated total compensation $155,000 – $240,000+ annually
  • Paid Time Off: 80 hours of vacation pay, increasing with years of service.

Physical Requirements
  • Ability to travel to project sites throughout Northern California as needed.
  • Ability to work in active construction environments, including exposure to heat, cold, dust, noise, moving equipment, and varying weather conditions.
  • Ability to walk, climb stairs or ladders where appropriate, sit, stand, talk, hear, and use close and distance vision.
  • Ability to reach with hands and arms and use hands and fingers to operate tools, computers, tablets, phones, and other business equipment.
  • Occasional lifting and/or moving of materials or equipment up to 50 pounds depending on role and project needs.
