Description
THIS POSITION IS EXEMPT FROM VETERAN PREFERENCE
The incumbent is responsible for the administration and operation of the Financial Services department. Oversees budgeting, accounting and financial reporting; investment of surplus funds, capital funds, and debt service funds; accounts payable; payroll administration; capital financing; utility billing and collection, and procurement. The incumbent exercises independent judgment involving complex issues. The incumbent will be required to work in excess of standard forty hour work week to complete certain tasks. Work is reviewed through audits, results achieved, and personal observation.
Examples of Duties
  • Directs Financial Services department staff and all activities of the Financial Services Department, inclusive of Budgeting, Accounting, Utility Billing and Collection, and Procurement.
  • Ensures annual financial statements and other external financial reports are in conformance with generally accepted accounting principles and the Rules of the Auditor General for audit by independent auditors.
  • Directs preparation and monitoring of the annual City budget;
  • Administers the City's investment program; serves on Investment Committee; prepares reports of investment activity.
  • Ensures bond compliance, including compliance with bond ordinances and resolutions and preparation of State and federal reports, Secondary Market Disclosure, and arbitrage calculations.
  • Coordinates bond issuance process for capital financing and refunding issues with Bond Counsel, Disclosure Counsel, City Attorney, Financial Advisor, and any other necessary consultants or service providers to complete the sale and delivery of the bonds; prepares financial and statistical data to support the bond issuance process; and reviews and approves all bond closing documents.
  • Prepares requests for proposal for services relating to the Financial Services department activities, including but not limited to banking and investment services, water and sewer rate studies, external auditors, actuaries, bond attorneys, and financial advisors; evaluates responses; and prepares contracts for service.
  • Conducts specialized studies and surveys, and reports results to senior management.
  • Maintains federal, State, and local grants including reporting, review of reimbursement requests, and compliance.
  • Reviews and authorizes requisitions and payments by check, wire transfer, and ACH.
  • Facilitates franchise agreements for provision of water and sewer service to other jurisdictions and for use of rights of way by electric, telephone, and natural gas utilities.
  • Ensures City assets being properly ensured.
  • Ensures TRIM Compliance.
  • Ensures FEMA reporting compliance and preparation of funding requests.
  • Prepares resolutions and ordinances in support of Financial Services Department functions.
  • Represents the City in all financial matters.
  • Plans, organizes, supervises and evaluates professional and clerical personnel.
  • Communicates effectively with the public and City staff.
  • Attends Council meetings as needed and assists by providing relevant financial information.
  • Reviews, interprets, and applies governmental accounting principles, federal and State laws, and Rules of the Auditor General.
  • Develops internal control policies, guidelines, and procedures for various financial activities.
  • Authorizes leave for staff members and coordinates staffing on hand to make sure the City is functioning with the appropriate manpower to get the job done effectively.
  • Performs other assigned duties as assigned.

Minimum Qualifications
  • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a similar field;
  • Ten (10) years of progressively responsible experience in governmental accounting and finance, including at least five (5) years supervisory experience in local government financial administration.

Licenses, Certifications or Registrations:
  • Must possess and maintain a valid Florida driver's license. Applicants who possess a valid out of state driver's license, must obtain a Florida license within ten (10) days of hire.
  • CPFO, CGFO, and CPA certifications are preferred.

Knowledge, Skills and Abilities
  • Knowledge of laws, rules, regulations, principles, and practices applicable to municipal governmental accounting, debt issuance, treasury management, pensions, procurement, budgeting, and risk management.
  • Knowledge of computer system applications related to municipal accounting and finance as well as Microsoft Office.
  • Ability to oversee and advise all aspects of the Annual Budget.
  • Ability to identify problems and institute corrective procedures and policies within Financial Services.
  • Ability to establish and maintain an effective working relationship with elected City Officials, executive management, other City employees, vendors, customers, other governmental agencies, and the public.
  • Ability to oversee and advise all aspects of the Annual Comprehensive Financial Report.
  • Ability to communicate clearly, manage for results and lead organizational change.
  • Ability to make public presentations on Finance issues.
  • Ability to maintain complex financial records, and to analyze and prepare reports from same.
  • Ability to read and interpret reports presented by consultants and other departments, and to make succinct and concise summaries of such reports.
  • Ability to express ideas clearly and concisely, both orally and in writing.
  • Ability to work quickly and accurately to meet deadlines.
  • Ability to deal with and resolve problems for the public.
  • Ability to react immediately to the changing demands of the Financial Services Department.
  • Ability to develop, supervise and evaluate staff effectively.
  • Ability to see, read, and comprehend writing and computer printouts in English.
  • Ability to operate office equipment such as a telephone, computer, calculator, and copy
  • Ability to control behavior when encountering stressful situations, such as irate, abusive or loud customers.

  • Ability to be flexible and change job priorities at a moment's notice.
PHYSICAL DEMANDS: The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: manual dexterity, handling, hearing, mental acuity, repetitive motion, speaking, talking, visual acuity, and walking.
