Job description


Wood is seeking an experienced Turnaround Cost Controller to support refinery and petrochemical turnaround (TAR) events at our Deer Park, Texas location. This position is responsible for the planning, tracking, forecasting, reporting, and control of all turnaround-related costs throughout the lifecycle of shutdown events. The role provides financial oversight of labor, materials, equipment, contractor services, and committed costs while ensuring accurate forecasting, reporting, compliance, and financial closeout activities.
The Turnaround Cost Controller partners closely with Turnaround Management, Project Controls, Procurement, Finance, Maintenance, and Contractors to deliver timely and accurate cost information that supports effective business decisions and successful turnaround execution.

Responsibilities
  • Develop, maintain, and monitor turnaround budgets, forecasts, and cost reports throughout all phases of the turnaround lifecycle.
  • Track and manage planned, committed, actual, and forecasted costs for labor, materials, equipment, and contractor services.
  • Support development of turnaround cost estimates and assist in identifying cost-saving opportunities.
  • Review and maintain applicable Work Breakdown Structures (WBS) and cost coding structures to ensure accurate cost allocation and reporting.
  • Monitor purchase order creation, commitments, and expenditures against approved turnaround budgets.
  • Coordinate with Procurement, Finance, Contractors, and Turnaround Teams to ensure timely and accurate capture of costs.
  • Monitor real-time spending and identify cost variances, trends, and potential risks; communicate issues and recommend corrective actions.
  • Prepare and distribute timely cost performance reports, forecasts, and financial updates for turnaround stakeholders.
  • Support change management processes by evaluating cost impacts associated with scope changes and additional work.
  • Work closely with planning and turnaround teams to ensure forecasts accurately reflect schedule progress and project execution status.
  • Validate contractor progress and work completion prior to invoice approval and processing.
  • Track contractor invoices and facilitate invoice submission to ensure timely cost recognition and spend absorption.
  • Support monthly accrual processes and collaborate with site Finance to ensure accurate financial reporting and period close activities.
  • Perform variance analysis and provide insight into budget performance, contingency utilization, and forecast accuracy.
  • Participate in turnaround status meetings and present cost performance updates to management and stakeholders.
  • Maintain complete and accurate documentation in accordance with Wood and client requirements.
  • Support internal and external audits by ensuring proper financial records and supporting documentation are maintained.
  • Facilitate turnaround cost closeout activities, including final reporting and reconciliation of expenditures.
  • Conduct post-turnaround cost reviews and contribute lessons learned to improve future turnaround planning and execution.
  • Promote continuous improvement initiatives and best practices within cost control and project controls processes.
  • Ensure compliance with Wood policies, procedures, client requirements, and applicable financial controls.

Qualifications
Qualifications
  • Bachelor's degree in Business, Finance, Accounting, Engineering, Construction Management, Project Controls, or a related discipline; equivalent industry experience will be considered.
  • Minimum 5 years of experience in turnaround cost control, shutdown cost control, project controls, or project cost management in refining, petrochemical, chemical, oil & gas, or industrial environments.
  • Demonstrated experience supporting refinery or petrochemical turnaround (TAR) events.
  • Strong knowledge of cost management principles including budgeting, forecasting, cost tracking, accruals, variance analysis, and financial reporting.
  • Experience managing contractor, labor, material, and procurement costs during maintenance shutdowns or capital projects.
  • Strong understanding of change management processes and cost impacts resulting from scope changes.
  • Knowledge of Work Breakdown Structures (WBS), Cost Breakdown Structures (CBS), cost coding, and project reporting methodologies.
  • Proficiency with SAP, including purchase order and cost tracking functions.
  • Advanced proficiency in Microsoft Excel, including pivot tables, lookups, reporting tools, and data analysis.
  • Experience using Power BI for dashboard creation, reporting, and data visualization.
  • Ability to develop and maintain detailed cost forecasts and provide accurate financial analysis.
  • Strong analytical, organizational, and problem-solving skills with attention to detail.
  • Ability to manage multiple priorities in a fast-paced turnaround environment.
  • Excellent verbal and written communication skills with the ability to present financial information to various stakeholders.
  • Ability to work independently while collaborating effectively with cross-functional teams.
  • Experience supporting project audits, financial reconciliations, and closeout activities preferred.
  • Previous experience in a senior cost control or project controls role is preferred.
