Job Summary:
The Quality and Security Manager provides leadership and strategic oversight of the company's Internal Evaluation, Safety Assurance, and TSA Security Programs. This role ensures regulatory compliance and operational effectiveness by implementing risk-based auditing, performance monitoring, security program administration, and continuous improvement initiatives. As the primary liaison for TSA security compliance and a key partner to the Director of Safety, the Manager evaluates organizational performance, identifies compliance risks, supports investigations and corrective actions, and drives improvements to company policies, procedures, and safety assurance processes. The position plays a critical role in maintaining an effective Safety Management System, ensuring security program compliance, and fostering a culture of safety, security, accountability, and continuous improvement throughout the organization.

Schedule: M-F 8:00AM - 5:00PM Additional early morning, night, and weekend hours may be required by operational necessity

Essential Functions:
  1. Manage and implement the risk-based Internal Evaluation Program, including audit planning and evaluation tools, while conducting and overseeing audits to ensure organizational compliance, performance, and continuous improvement.
  2. Manage and monitor the Safety Assurance Program to include control validation and departmental audit procedures and processes.
  3. Administer and maintain all TSA Security Programs (TFSSP and FACAOSSP), including Corporate Profiles, while serving as the company's designated TSA security representative and ensuring compliance with all TSA security requirements and operational security standards.
  4. Facilitate and assist with external evaluations, audits, and inspections conducted by the DOD, FAA, TSA, and other regulatory or industry bodies, including assisting with response to audits, inspections, and Letters of Investigation (LOIs)
  5. Research and analyze regulatory requirements with IEP findings and present to the Director of Safety and senior leadership, while providing recommendations for policy, procedure, and manual changes to maintain regulatory compliance and operational effectiveness.
  6. Assist with safety and quality investigations and root-cause analysis.
  7. Ensure interfaces between the IEP, safety management system (SMS), and other organizational safety assurance programs.
  8. Conduct and maintain IEP-, Safety Assurance-, and Security-related training as required.
  9. Ensure the company maintains an adequate number of trained Alternate AOSCs for the pertaining security program requirements.
  10. Perform a daily security walk-around or assign a qualified designee.
  11. Facilitate and assist the HR department with the Alaska-based Annual TACP Airport Operations Audit.
  12. Other safety-, quality-, and security-related duties as assigned.

Qualifications:
  1. Valid Driver's License is required.
  2. Must be able to pass a Drug Test and Airport Background criminal history check.
  3. Must be able to work effectively in a drug-free workplace and comply with company drug and alcohol policies.
  4. Proficient in computer literacy with experience in Microsoft Suite (Excel, PowerPoint, Word) is preferred.
  5. High school diploma or equivalent required. Relevant undergraduate/graduate degree, or equivalent combination of aviation experience, training, and knowledge is required.
  6. Minimum four (4) years of aviation experiences with increasing responsibility and complexity, including at least two (2) years in an aviation leadership or program management role involving operations, maintenance, dispatch, safety, quality assurance, or regulatory compliance with a 14CFR Part 121, Part 135, or Part 145 certificate holder, or military/foreign equivalent is required.
  7. Strong working knowledge of aviation Safety Management Systems (SMS), 14 CFR Parts 121 and 135, and other applicable aviation safety, security, quality, and regulatory requirements and standards is highly preferred.
  8. Knowledge of quality and safety assurance principles and practices, including auditing/evaluations, Safety Performance Indicators (SPIs), risk assessment, root-cause analysis, corrective actions, mitigations, and continuous improvement processes is required.
  9. Knowledge of aviation operations and maintenance practices, terminology, records, and systems, including aircraft maintenance records, pilot records, operational records, and applicable aviation software is preferred.
  10. Excellent written and verbal communication, organizational, analytical, planning, and project management skills is required.
  11. Ability to work independently with minimal supervision while collaborating effectively across departments and with company leadership to establish priorities, manage projects, and consistently meet deadlines is required.
  12. Ability to provide direction and follow up with investigators, analysts, auditors, and other personnel involved in safety, quality, security, and compliance activities is required.
