The Travel Auditor, Research Analyst will provide Defense Travel Administrator (DTA) support to Strategic Systems Programs’(SPS) Department and Management Support Services Branch (SP16).


Responsibilities
  • Perform monthly audits of at least 30 travel documents.
  • Issue Notice of Violation to traveler or user, if violations are identified, citing regulation or policy, to include corrective action and address questions to ensure resolution
  • Make Proper Inquiry:
    • Inquire to obtain information regarding expenses claimed, methods of reimbursement, and validation of receipts to ensure travel documents are legal, proper, and correct
  • Assist with Branch and Field Activity (FA) Audits prepare reports for branch or FA ODTA upon request from the LDTA or SP16 BH.
  • Reporting of Potential Fraud:
    • Report encounters of potentially fraudulent activities to LDTA or the SP16 BH for further investigation and resolution.
    • Perform research for the LDTA or SP16 BH in the undertaking of such investigations.
  • Confidentiality:
    • Maintain confidentiality of information acquired while performing audit duties and only discuss with those with a need-to-know, as determined by the LDTA or SP16 BH.
  • Provide Opinion:
    • Give qualified or unqualified opinions.
    • Qualified opinions conclude the organization presents its affairs fairly in almost all important aspects. Qualified opinions concude the organization has dealt with most issues with few pending. 
    • Such opinions will be given when auditor disagrees with the LDTA regarding application, accessibility, or adequacy of policies.
  • Perform research to increase knowledge of a particular area.
  • Audit Reports (Monthly)
    • One or multiple airfare, lodging and CTO travel related reports. These reports combined with a web-based randomizer tool will be used to create internal testing sample of 30 SSP travel documents (10 authorizations, 10 vouchers, and 10 local vouchers). Checklists in accordance with the DTS EPN and SSPINST 4650 will be used during audit and will serve as objective quality of evidence for audit to ensure the processing of travel documents in accordance with travel regulations and policies.
    • What happened on the Approved Authorization
  • Identify sources, collect, record and analyze data.
  • FIAR Reports
    • Control Activity Transportation of People (ToP) Control Points (CPs) Two Report (Monthly)
    • Control Activity ToP CP Four Report (Monthly)
  • Interpret data analysis results and draw inferences or conclusions.
  • Other SSP and Travel Related Reports
    • SPEBO Weekly Metrics Report
    • Current MMM Travel Slide (Weekly)
    • Navy DTS and My Travel Volume Report (Weekly)
  • Present research results to either LDTA or SP16 BH or both.
  • Use research results to update reports, briefs, and collaborate with SSP branches.
  • Provide back-up support when Travel Help Desk Support, Administrator is on leave.
  • Generate, format, as directed, and provide data analysis and corrective actions on the following reports:
    • DTS and MyTravel Report Scheduler Reports
    • Ensure documents are processed within timelines specified in the SSPINST 4650 and follow the escalation process in accordance with the DTS Execution Policy Notices (EPNs). Instructions and EPNs are subject to change.
  • Other duties as assigned

Qualifications
  • High school diploma or equivalent
  • Possess and maintain a Secret Clearance

Knowledge, Skills and Abilities

  • Previous experience with SSP DTS and MyTravel
  • Knowledge and skills used in transportation management systems or other database hardware and software such as:
    • Navy Enterprise Resource Planning (ERP)
    • DTS and MyTravel on-line help
    • Defense Travel Management Officed (DTMO)
    • Passport/Travel Explorer (TraX)
    • Citibank on-line Commercial Cards
    • Visa IntelliLink System
  • Ability to interface with authorities such as:
    • Comptroller
    • SSP Financial and Human Resources Organizations
    • Travel Assistance Center (TAC)
    • PSD Transportation
    • PSD Fiscal
    • Travel Management Company (TMC)
  • Ability to read, analyze, and interpret written, phoned and emailed repair requests
  • Ability to demonstrate basic problem-solving skills
  • Ability to speak, communicate and write effectively
  • Ability to produce, interpret and communicate reports
  • Possess above average computer skills including Microsoft office tools
