Job Summary

Cowlitz Clean Sweep (CCS) a Pacific Northern Environmental LLC division, is seeking a Director of Transportation & Fleet Compliance who thrives in a fast-paced, team environment and has the ability to provide exceptional service and skills to our company, clients, and employees.

Pacific Northern Environmental, LLC consists of five divisions including Advanced Electrical Technologies (AET), Taurus Power and Controls (Taurus), Cowlitz Clean Sweep (CCS), Pacific Northern Environmental Construction (PNEC), and WasteXpress Environmental (WXE). Together, we specialize in commercial and petroleum construction, industrial and commercial electrical, industrial cleaning, and hazardous waste disposal. PNE LLC is a multi-state organization with operating offices in Washington, Oregon, Idaho, and Hawaii. In addition, we carry out projects across the United States.

CCS provides industrial cleaning and spill response to almost every pulp and paper mill in the Pacific Northwest. We also service major oil companies and a wide range of manufacturing and industrial clients. CCS has demonstrated its ability to complete large and complex industrial cleaning challenges on schedule, within budget, and in compliance with the most stringent industrial health & safety programs. No industrial cleaning job is too large or too small for CCS.

The Director of Transportation & Fleet Compliance is responsible for providing strategic leadership and operational oversight for all transportation regulatory compliance, fleet performance, and telematics systems across the organization. This role ensures full compliance with FMSCA, DOT, and applicable state regulations while driving operational efficiency, asset reliability, safety performance, and cost control.

A critical component of this position is advanced administrative and analytical ownership of the Samara ELD and telematics platform, ensuring proactive compliance management, data-driven decision-making, and continuous system optimization. This leader serves as the organization’s subject matter expect in transportation compliance and fleet risk mitigation. 

Education and Experience Qualifications 

  • High School Diploma or GED
  • Valid Driver’s License required and ability to be insured as a driver under the company’s vehicle insurance plan.
  • 7-10+ years of progressive experience in transportation compliance and fleet management.
  • Extensive knowledge in FMCSA and DOT regulations.
  • Advanced administrative-level expertise with Samara ELD platform.
  • Strong understanding of CSA scoring methodology.
  • Proven experience preparing for and managing DOT audits.
  • Demonstrated success implementing compliance programs and corrective action plans.

Preferred Qualifications

  • Bachelor’s degree in Transportation, Logistics, Business, or related field.
  • Certified Director of Safety (CDS) or similar credential.
  • Experience in industrial services, environmental services, or heavy equipment operation.
  • Experience building KPI dashboards using telematics data.
  • Knowledge of hazardous materials transportation regulations (49 CFR). 

Duties and Responsibilities

The Director of Transportation & Fleet Compliance possessing the education and experience listed above performs the following: 

  • Safely operate and maintain company vehicles as required for job duties, ensuring compliance with all traffic laws and company policies

Transportation Regulatory Compliance

  • Ensure full compliance with FMCSA, DOT, and state transportation regulations.
  • Oversee and maintain HOS Compliance, DQ files, Drug and Alcohol clearinghouse compliance, vehicle maintenance records, IFTA reporting, IRP registration, Unified Carrier registration.
  • Lead DOT audits, compliance reviews, and inspection responses.
  • Monitor and manage CSA scores, implementing corrective action plans as needed.
  • Chair accident review boards and oversee post-incident regulatory compliance.
  • Develop proactive audit-readiness strategies to eliminate risk exposure.

ELD & Telematics Oversight (Samara System Leadership)

  • Serve as enterprise-level administrator and subject matter expert for the Samsara platform.
  • Conduct weekly ELD audits to proactively prevent violations.
  • Develop internal dashboards and executive reporting using Samara data.
  • Oversee ELD log auditing, HOS violation prevention, driver log edits and certification workflows, unassigned driving time resolution, DVIR compliance and corrective repair tracking, driver safety scorecards and behavioral analytics.
  • Train drivers, dispatchers, and managers on ELD usage and compliance expectations.

Fleet Management & Asset Control

  • Lead preventative maintenance programs for all fleet vehicles and heavy equipment.
  • Develop fleet lifecycle strategy and replacement planning.
  • Monitor fleet utilization, downtime, and repair trends.
  • Implement cost-control initiatives related to fuel, maintenance, and asset management.

Safety & Risk Reduction

  • Partner with Safety leadership to reduce recordable vehicle incidents, HOS violations, Roadside inspection failures.
  • Develop leading safety indicators using telematics data.
  • Implement driver coaching programs based on harsh braking, speeding, idle time, and other safety indicators.
  • Support insurance audits and EMR improvement initiatives

Policy Development & Continuous Improvement

  • Develop and maintain transportation compliance SOPs
  • Establish and maintain driver handbook standards for ELD usage, HOS compliance, vehicle inspections, accident reporting, etc.
  • Lead continuous improvement initiatives to enhance compliance, cost efficiency, and fleet performance.
  • Provide executive-level reporting on compliance metrics, safety indicators, and fleet KPIs.

Budget & Financial Oversight

  • Develop and manage the annual fleet and transportation compliance budgt, include fuel, maintenance, repairs, and CAPEX
  • Partner with Finance and Operations to forecast expenses, manage cost controls, and identify efficiency opportunities.
  • Monitor budget performance and provide regular variance reporting to executive leadership.
  • Lead fleet lifecycle planning, including asset acquisition, replacement strategy, and capital planning.

Leadership

  • Lead and develop a high-performing compliance and fleet team.
  • Drive change management initiatives related to systems, processes, and regulatory updates.
  • Promote a culture of accountability, safety, and continuous improvement.
    • Other duties as assigned.

The candidate must possess and be adaptable to the following physical abilities and working conditions:

  • Move about the jobsite/office as needed.
  • Move work related equipment up to 10lbs.
  • Remain in a stationary position for long periods of time.
