Under the general direction of the Mass Transit Director, the Deputy Director plans, manages, organizes, and directs the activities of internal divisions of Escambia County (ECAT) through direction and supervision of Mass Transit professional staff in their area of responsibility and specialization as well as the development and enforcement of policies and procedures. The Deputy Director performs the duties of the Mass Transit Director during his/her absence.
EXAMPLES OF DUTIES
Collaborates with departmental senior management team to analyze pertinent issues and develop recommendations for core business and strategic plans for the Department, consistent with the Board of County Commissioners' broader goals and objectives
Assists in developing goals and objectives through planning and research and preparing and presenting reports and studies to ensure compliance with Federal, State, and local laws regulations, codes and/or standards as well as best practice standards for Mass Transit
Oversees the performance management process for the internal divisions by meeting with division managers regarding goals and objectives, financial and operational issues, as well as personnel management and providing guidance for department program managers including direct feedback on their performance
Communicates with County departments, other governmental agencies, the public, and the business and academic communities
Manages budgets in close consultation with the Finance Manager, and division program managers by planning for and coordinating department budget preparation, as well as monitoring and managing expenditures throughout the year
Works closely with stakeholders to plan for and monitor service for fixed routes, ADA and TD services, and special events, including requested changes to service by meeting with counterparts in stakeholder agencies and/or community organizations regarding system planning and impact on operations
Regularly reports to the Director regarding status of system operations, including feedback from stakeholders and the public and from other community organizations
Works with the division program managers to develop and implement service new performance measurements and makes operational shifts when the department is not meeting current KPI's
Manages oversight of the paratransit system and contractor tracking status of services delivered, work with paratransit services contractor to develop and implement service performance measurement, and working with area social service and health care providers, users, and other stakeholders to monitor and develop paratransit services
Analyzes issues and prepares reports for the Director and/or stakeholders on topics related to the Mass Transit Department or public transportation
Makes presentations to the Board of County Commissioners, and other governing bodies or public groups, as needed
Manages special projects as directed by the Director
Performs other related work as needed
TYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
A Bachelor's degree or equivalent from an accredited college or university in Business, Public Administration, Transportation Planning, or a related field, and five years of experience in mass transit or public transportation which five years must be in a staff supervisory/management, and budgetary role; or a combination of education and experience equivalent to these requirements
Licenses and Certifications:
Must possess a valid driver's license from state of residence
Commercial "Class A" or "Class B" driver's license with passenger and air brakes endorsement, must be obtained within one year in the position
