Role & Responsibilities:
The Estimators will be responsible for providing project level cost Estimates, in accordance with the Department of Program Management Procedures and Guidelines to support the LIRR Capital Program and other Infrastructure Projects.
  • Prepare detailed cost estimates for railroad and transit projects, including trackwork, structures, systems (signals, communications, traction power), stations, yards, and right-of-way work.
  • Review and interpret engineering drawings, specifications, BOQs, and contract documents to develop accurate quantity take-offs and pricing.
  • Develop conceptual, preliminary, and detailed estimates at various project phases (planning, design development, and final design).
  • Perform quantity take-offs using drawings where applicable.
  • Evaluate labor, equipment, material, subcontractor, and indirect costs, including escalation, contingencies, and risk allowances.
  • Obtain material pricing from vendors
  • Estimate productivity for each work component
  • Coordinate with engineering, planning, scheduling, construction, and procurement teams to validate scope, assumptions, and pricing.
  • Develop and maintain cost databases, unit rates, and historical benchmarks specific to railroad and transit infrastructure.
  • Conduct risk assessments and value engineering analyses to identify cost-saving opportunities and mitigation strategies.
  • Support bid preparation, including pricing strategies, subcontractor comparisons, and bid reviews.
  • Prepare estimate narratives, basis-of-estimate reports, and supporting documentation for management and client review.
  • Analyze scope changes, claims, and variations, providing cost impact assessments and backup documentation.
  • Develop change order estimates and support team during negotiations.
  • Ensure estimates comply with agency standards and guidelines (e.g., FRA, FTA, MTA, Amtrak, Class I railroads).
  • Participate in estimate reviews, audits, and reconciliation between design stages or against contractor bids.
  • Mentor junior estimators and assist in establishing estimating best practices and procedures.
  • Interface with clients, contractors, and consultants to clarify scope, assumptions, and estimate methodologies
Qualifications:
  • Five to ten years' experience in the Engineering / Construction Cost Estimation field, with an emphasis in cost estimation.
  • Bachelor's Degree in Engineering or Technology related field or equivalent.
  • Experience with review of Drawings and Contract Specifications.
  • Experience with use of various estimating software, or equivalent, historical productivity and cost data.
  • A thorough knowledge of computer applications relates to Estimation software or equivalent, MS Office (Excel, Word, Access, PowerPoint, Outlook).
  • Must be able to effectively communicate, possess good interpersonal skills and meet deadlines.
