The Opportunity

Are you ready to shape the future of global security? The Leidos Intelligence Sector is seeking a detail-oriented Intelligence Management Specialist (Oversight and Policy Analyst) - Senior, to support the USCYBERCOM J2 mission, to provide full-spectrum intelligence and administrative support in the oversight, policy, and production chain management of USCYBERCOM intelligence operations. This role supports analysts, engineers, and scientists across a range of intelligence disciplines, and plays a vital part in maintaining operational integrity, compliance, and mission success for oversight and command policy functions.

Contract Status: Proposal Phase/Contingent Upon Award.

Security Clearance: Active DoD TS/SCI with Polygraph required. We are not able to sponsor the clearance requirement.

What you'll be doing:

  • Provide comprehensive intelligence and administrative support, including building and maintaining databases, monitoring intelligence streams, managing and administering RFIs, and producing analytical metrics, graphics, and briefings for production and mission management requirements. Deliver cross-domain data transfer and intelligence dissemination support, including system-high to -low transfers

  • between JWICS, SIPRNet, NIPRNet, and other U.S. and Allied/Partner systems.

  • Support the J2Q and Command Programs team with mission management tasks such as reviewing, tracking, and archiving signed documentation - including staff personnel training records for USCYBERCOM Production Chain members.

  • Maintain and update spreadsheets for tracking, presentation, and efficient review of USCYBERCOM Production Chain membership.

  • Provide intelligence support for mission management, controlled access, intelligence production, and the sharing of information as required by J2Q.

  • Perform administrative duties to include the development and upkeep of file directories, SharePoint sites, pages, lists, and libraries to ensure organized and secure information management.

  • Draft, update, and produce Operating Instructions (OIs) for command-wide programs and initiatives as directed by the Government.

  • Troubleshoot and resolve system or procedural issues related to document storage and reviewing processes; propose and implement process improvements using tools such as Excel, SharePoint, and file management systems, and ensure proper access controls for operational security.

  • Obtain and manage J2Q responses to formal staff packages, and create/manage packages produced by J2Q team members for smooth command workflow.

  • Schedule, coordinate, and manage VTCs, conference rooms, and invitations for weekly, monthly, and quarterly Intelligence Oversight meetings attended by USCYBERCOM, Cyber Mission Force, and NSA personnel. Track all CMD IO&P Team requirements and assignments for the production of the USCYBERCOM Intelligence Oversight Quarterly Report, including compiling and analyzing training statistics and supporting the drafting and review of oversight policies and procedures.

  • Review, monitor, and archive documentation in support of the Command Signals-Military-to-Military (SM2M) Program Manager.

  • Coordinate with internal and external agencies to track, monitor, and report on all planned and ongoing SM2M relationships, providing timely situational awareness to the Program Manager and command leadership.

  • Utilize the MERCURY ISLAND tool to enable efficient, formal coordination and information sharing with external agencies.

  • Serve as Data Transfer Administrator for Cross Domain Activities (Low to High, High to Low, and Secret) ensuring all data transfer events are appropriately logged and digital documentation is provided to end-users.

  • Ensure compliance, transparency, and operational security in all oversight and policy-related activities for the USCYBERCOM SIGINT Production Chain.

Needed Experience, Skills, and Education:

  • Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.

  • Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree. Additional years of experience may be considered in lieu of degree.

Clearance Needed:

  • Active DoD TS/SCI with Polygraph required. We are not able to sponsor the clearance requirement.

Preferred Experience, Skills, and Education:

  • Deep familiarity with USCYBERCOM organizational structure and mission.

  • Demonstrated experience providing intelligence management and administrative support in a joint or combatant command environment.

  • Knowledge of the Intelligence Cycle (Planning and Direction, Collection, Processing and Exploitation, Production, Dissemination and Integration, and Evaluation) and the principles, concepts, and methodologies of intelligence analysis including link analysis, tolls analysis, matrix analysis, traffic pattern and trend analysis, document exploitation, and database manipulation.

  • Knowledge of joint operations, current intelligent community issues, support to the full spectrum of military operations, and current intelligence to include policies, entities, missions, and resources planning.

  • Knowledge of all-source collection systems (i.e. SIGINT, MASINT, IMINT, and HUMINT), requirements formulation, validation and review processes within the Services, DOD, and national arenas, including
