You Are:

We are seeking an experienced Oracle Customer Care and Billing (CC&B) / Customer Cloud Service (CCS) Functional Lead with deep expertise in the Market Transaction Framework (MTF). In this role, you will serve as the subject matter expert guiding the design, configuration, testing, and delivery of market transaction processes within Oracle Utilities CCS implementations. You will bridge business requirements and technical delivery, working closely with business analysts, developers, architects, and client stakeholders.

The Work:

  • Lead the functional design and configuration of the Oracle CCS Market Transaction Framework, including inbound and outbound market message processing, transaction types, and business rules.

  • Serve as the primary functional expert for market transaction processing across deregulated energy markets, including enrollment, switch, move-in/move-out, meter reads, and billing determinant exchanges.

  • Translate business and regulatory requirements into functional specifications, configuration documents, and system design artifacts aligned with Oracle CCS/CC&B standards.

  • Collaborate with integration architects to define market message formats (EDI, XML, CSV) and orchestration flows between CCS and third-party market systems (ISOs, EDCs, MDMs).

  • Lead and facilitate functional workshops, fit/gap analysis, and solution walkthroughs with client business stakeholders.

  • Provide guidance on MTF-related configuration including transaction categories, processing rules, error handling, reprocessing logic, and market participant setup.

  • Mentor junior functional analysts and coordinate cross-functional workstreams within the project team.

  • Maintain traceability between business requirements, functional designs, configuration, and test cases.

  • Support go-live readiness activities including cutover planning, hypercare, and post-production support for market transaction processing

Travel may be required for this role. The amount of travel will vary from 0 to 100% depending on business need and client requirements.

Here's what you need:

  • Minimum of 3 years of hands-on functional experience with Oracle CC&B or Oracle Utilities Customer Cloud Service (CCS).

  • Minimum of 3 years of direct experience configuring and implementing the Market Transaction Framework (MTF).

  • Minimum of 1 years of experience leading functional workstreams on full-lifecycle Oracle Utilities implementations.

  • Minimum of 1 year of experience of the following, but not limited to - US Energy Market Regulatory, Oracle CCS/CC&B modules including Rates, Billing, Customer Information, and Service Orders as they interact with market transactions, functional design documents (FDDs), configuration workbooks, and test scripts

  • Bachelor's degree or equivalent (minimum 12 years' work experience). If Associate's Degree, must have equivalent minimum 6-year work experience

Bonus Points if:

  • You have an Oracle Utilities CCS Cloud certification or equivalent training.

  • You have experience with Oracle Integration Cloud (OIC) or similar middleware in the context of market transaction integration.

  • You have a background in utility industry business processes (retail energy, distribution, metering).

  • You have experience in agile/hybrid delivery methodologies.

  • You have prior experience in a client-facing consulting or SI (System Integrator) environment.
