POSITION SUMMARY
Manages the operations and activities of the Safety, Security and Control Center Training Programs team within the Training and Workforce Development's (TWD) Training and Instruction department in providing strategic support to all stakeholder departments throughout the Authority. Implements departmental strategic objectives and develops and provides direction and content for employee training programs, specific to safety, security and Control Center training, consistent with department and Authority goals and objectives.
PRIMARY RESPONSIBILITIES
Management oversight of the training programs developed and administered by the Training & Instruction department's Safety, Security and Control Center Training team.
o Oversees the facilitation of Safety, Security and Control Center training programs as regulated by the Authority, in accordance with the Occupational Safety and Health Administration (OSHA) regulations and other city, state and federal regulatory agencies.
o Confers with Authority management to determine training initiatives, analyzes training needs, sets objectives and assesses the overall effectiveness of training efforts.
o Ensures that training programs and publications are in compliance with safety standards and regulatory laws/standards/procedures set by OSHA, city ordinances, state and federal agencies, or by government legislation.
o Responsible for ensuring Train-the-Trainer sessions are conducted when new programs are implemented or to improve teaching techniques for internal staff.
Works closely with the Safety, Security and Control Center departments and ensures all Control Center, safety and security trainings are conducted and aligned with the Authority's Safety Management System (SMS).
Keeps abreast of and reviews industry best practices in safety, security and Control Center operations training programs and integrates findings into instruction content, delivery and management strategies.
o Maintains knowledge of training development, instructional design, adult learning and expertise in operations in OSHA safety regulations, serving in a consultant capacity to client department and members of the Training & Instruction department.
o Maintains certifications to train on all of the various trainings offered by the Safety, Security and Control Center Training team, to include but not be limited to the following: OSHA 10 hour and 30 hour (general industry and construction), Fall Protection, Environmental Awareness, forklift operator, confined space and various Control Center trainings.
o Performs periodic quality assurance checks to measures training program outcomes and initiates post-training review.
Conducts long-term strategic planning that aligns with overall department goals, objectives and identifies future training opportunities, anticipating challenges and planning appropriate allocation of resources.
Ensures staff maintains awareness of ongoing changes in the Authority's Safety, Security, Control Center, Maintenance, Engineering, Construction, and Warehouse departments to keep training relevant to the needs of the user groups. Ensures that staff maintains awareness of safety training programs as presented to Authority employees.
Directs staff to apply learning technologies in the development and delivery of training programs.
Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.
Performs related duties as assigned.

EDUCATION/EXPERIENCE REQUIREMENTS
Bachelor's degree in Occupational Applied Science, Engineering, Occupational Health or Hygiene and Safety Education, Environmental Health and Safety, Industrial Hygienist, Emergency Management or Safety Management.
Board of Certified Safety Professionals (BCSP) credentials,, or a related field, plus four (4) years of experience in the development and implementation of training and instructional design, or an equivalent combination of education and experience relating to this position.
FEMA ICS 100, 200, 300 and 400; IS700 and 800 course completion required.
OSHA Authorized General Industry and Construction Trainer preferred (OSHA 10 AND 30 course completion).
Fall Protection, Qualified Person Certified according to OSHA standards preferred
First Aid/CPR/AED trainer certification preferred.
Valid State of Illinois Driver's License required.
Experience effectively facilitating training programs utilizing industry best practices and training techniques.
Experience coaching and developing trainers for initial and refresher training programs.
PHYSICAL REQUIREMENTS
Required to travel to various CTA field locations and be subject to extreme weather conditions while occasionally working outdoors.
May be required to work at extreme heights, near the electrified third rail, or in subway tunnels with limited clearance, visibility, etc.
Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.
KNOWLEDGE, SKILLS, AND ABILITIES
Detailed knowledge in workplace safety including, but not limited to: OSHA regulations, forklift operation, hazardous communication, confined space and blood borne pathogen standards.
Detailed knowledge of federal safety and security procedures and technical knowledge of the equipment used in the general maintenance and construction industry.
Detailed knowledge of hand and power tool safety.
Detailed knowledge of track maintenance equipment and track construction equipment preferred.
Strong computer software skills required; including the use of Microsoft Office (Word, Excel, and PowerPoint).
Detailed knowledge in current training methods and techniques, instructional design models, and state of the art training aids, such as audiovisuals, computer generated artwork, mock-ups, and interactive multimedia computer-based training.
Strong presentation skills, including classroom instruction

WORKING CONDITIONS
General office environment and field and shop environment.
Required to work various days, hours and shifts across various work locations.
Travel to various field locations and exposure to usual garage, terminal, shop and right-of-way hazards and outside weather conditions.
This position is considered a "C-List" position under the "Revolving Door" prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.
