Job description

How you will contribute to our National Security and Defense mission:
As an Engineer with MTSI, you will be responsible for supporting customers in Special Access Programs (SAP) and Sensitive Compartmented Information (SCI) facilities. You will interact daily with program managers, other engineers, financial managers, and industry subject matter experts across multiple Services supporting Department of Defense (DoD) Services and Agencies, and Intelligence Community (IC) customers. This position is located at Wright-Patterson AFB, OH.

Personnel performing in this position are experienced and motivated engineering professionals with the necessary skills to support the DoD Anti-Tamper Executive Agent Field Program Office (ATEA FPO) with the following:
  • Support the ATEA FPO Education and Outreach Lead.
  • Instruct ATEA FPO sponsored educational courses.
  • Work with Government and industry partners to develop and update training materials.
  • Develop novel concepts to train and educate the Anti-Tamper community through the use of various instructional aids, videos, customized courses, and briefings
  • Provide specialized support for the Export Integrated Capability Team (ICT) initiatives and enterprise policy modernization; author ad-hoc technical documentation to ensure continuous compliance and mission support

Responsibilities:
This position requires a thorough understanding of the DoD systems engineering process, as well as policy and procedures in the acquisition, manufacturing, fielding, and sustainment, modernization and disposal of new, existing and future weapons systems and capabilities, with specific experience in weapon system Program Protectionplanning and microelectronics. It is highly desired that personnel in this position have expertise in understanding integrated circuitry, industry standard processors, and memory chips and have familiarity with methodologies for reverse engineering electronic systems and integrated circuitry. Personnel shall be experienced and motivated engineering professionals with the necessary skills to support the ATEA FPO providing curriculum development and course instruction in a classified work environment.
Your essential job functions will include but may not be limited to:
  • Instruct learning modules within Anti-Tamper courses to industry and Government participants, and assist in curriculum development.
  • Provide off-the-shelf, or customized off-the-shelf training packages to meet specific program needs related to management, organization and business improvement services.
  • Support and assist in the development of: 1) training policy, procedures and strategies, 2) training requirements assessment, validation, documentation and prioritization, 3) resource analysis and determination of resources needed, 4) reviewing, recommending, utilizing, developing and managing training tools and systems, 5) conducting and/or participating in training-related meetings and events, 6) courseware development oversight and support and 7) metrics development and reporting.
  • Provide a variety of Government and Industrial acquisition reform related training concepts, user application of unique software, policy, implementation procedures, new processes, techniques, metrics, models and other timesaving, cost-saving initiatives and processes to meet specific program needs related to management, organization and business improvement services.
  • Apply knowledge of and expertise in DoD and common engineering and scientific principles, criteria and procedures to communicate and educate trainees on how to design and plan the improvement of planned and existing weapon systems to facilitate manufacture, operations, re-manufacture and de-militarization operations and oversight.
  • Apply knowledge and expertise in the training, facilitation and related decision support services to offices engaging in group training sessions, collaboration efforts, working groups or integrated product, process or self-directed teams.
  • Assist in translating user requirements into system requirements, which will be used to design, develop, fabricate, test and evaluate systems, subsystems and equipment for deployment.
  • Support and conduct systems analyses to include, but not limited to, system design/design feasibility and state-of-the-art assessment.

Qualifications Required:
  • Minimum of 10 years of relevant DoD work experience (years of experience may be waiverable with customer approval).
  • No less than three (3) years' experience in a SAP and/or SCI environment within the last five (5) years (SAP/SCI experience may be waiverable with customer approval).

Education:
  • BS and MS degree in Electrical, Radar, Software, Microelectronics, or Computer Engineering (Master's degree may be waiverable with customer approval).

Clearance Requirements:
  • Possess an active Top Secret security clearance, based upon a Single Scope Background (SSBI/SBPR).
  • Must be eligible for Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) access.

Even better if you have these desired skills:
  • Experience with Program Protection planning and implementation in weapon system programs.
  • Experience evaluating current fielded weapons systems to determine anti-tamper and reverse engineering susceptibility based on vendor design.
  • Experience identifying susceptibility of critical protected information from exploitation and reverse engineering.
  • Experience supporting development of industry and DoD standards for future weapons systems to improve resistance to reverse engineering exploitation.
  • Experience working with industry to assess tamper resistance of current weapons systems within the acquisition development cycle.
