Safety/Security Sensitive Designation: This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment. 1.

Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team),and have regular and reliable attendance that is non-disruptive. 2. Perform supervisory responsibilities in accordance with the City's policies and applicable laws.

This may include but is not limited to interviewing job applicants, planning, assigning and directing work, and addressing trainee performance issues. 3. Responsible for the development and delivery of effective new hire training.

Work one-on-one with trainee, monitor their activities, evaluate and document the trainee's application of learned skills/knowledge and complete all related paperwork such as daily observation reports, lesson plans, monthly evaluations, etc. Administer written tests and skill assessments to employees. Give constructive feedback to the trainee, and counsel/coach the trainee when needed.

Recommend the trainee's release from training or extension of training. 4. Update training materials as assigned.

This may include lesson plans, tests, handouts, and other training material. Must ensure documents are updated to reflect departmental policy and any National Center for Missing and Exploited Children (NCMEC), Commission on Accreditation for Law Enforcement Agencies (CALEA) or Association of Public Safety Communications Officials (APCO) program certification requirements. Ability to interpret the APCO and CALEA standards and assist in gathering information and documentation needed to maintain these certifications.

5. Train dispatch personnel on policy changes, new policies, and equipment changes. Assist Communication Training Officers (CTO) with training procedures and paperwork when needed.

Ensure Telecommunication Device for the Deaf (TDD/TTY) training is completed and documented as required by law. Assist with teaching the basic telecommunicator and basic fire course to new dispatchers. 6.

Adapt training approach to fit individual learning and communication styles. 7. Perform monthly quality assurance evaluations to include call taking, police and fire dispatching, and NCMEC partnership calls.

8. Represent the department professionally during public speaking events such as the Citizen's Police Academy, Youth Academy, career days, etc. 9.

Respond to common inquiries or complaints from the public, regulatory agencies, or members of the business community. 10. Dispatch work includes regular and irregular shift work necessary to provide services 24 hours a day, 7 days a week, 52 weeks a year, (weekends and holidays included), and during inclement weather events.

11. Cover dispatch positions as needed. 12.

In the absence of the Dispatch Supervisor, take employee call ins, handle complaints and resolve problems. 13. Attend conferences, seminars, and other trainings for professional development purposes.

14. Assist with various reports and other duties as needed. 15.

Perform other duties as assigned. Secondary Job Duties Secondary duties as assigned. Minimum Qualifications 1.

High school diploma or GED and two years of public safety telecommunications experience. 2. Must be a United States Citizen, not less than 18 years of age.

3. Valid Driver's License. 4.

Possess and maintain ACIC Basic and Advanced certification, and CJIS Certification. 5. Possess Communication Training Officer certification.

6. Must obtain certification as an APCO Certified Instructor within one year of date of hire/promotion. Must maintain certification while in this position.

7. Ability to perform duties effectively in a high stress environment which requires task switching. 8.

Effectively communicate with others orally and in writing, often under complex conditions that require good judgement, diplomacy, and tact. Ability to give constructive feedback. 9.

Ability to read and interpret technical manuals, periodicals, and other information related to the public safety communications field. 10. Ability to exercise good judgement, make sound decisions in the performance of duties, and work independently on multiple tasks assigned.

11. React quickly, appropriately, and calmly in emergencies, adopting effective courses of action. 12.

Must have strong organizational skills and be detail oriented. 13. Follow oral and written instructions.

14. Maintain confidentiality of sensitive information. 15.

Must be proficient in the use of a computer and software such as spreadsheet and word processing applications. Must be able to effectively operate a multi-line telephone system and standard office equipment. 16.

Must be proficient in the use of radio system equipment, computer aided dispatch system, mapping software, weather radio, Arkansas Crime Information Center Computer, 911 computer, recording systems, fire alarm panel, and Teletypewriter (TTY) using the 911 equipment and various software programs. Possess basic troubleshooting skills for equipment and systems. 17.

This position requires the ability to speak clearly and be understood on radio systems and telephone systems, as well as understand what is being said by others on the same systems, to ensure safety. 18. Ability to effectively present information for training classes or public speaking to small or large groups.

19. Maintain professional and diplomatic interactions with vendors, citizens, business owners, local public safety agencies, and outside representatives. 20.

While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch and crawl. The employee must occasionally lift and/or move up to 25 pounds.

Specific vision abilities required to accomplish computer and office work. 21. While performing the functions of this job, the employee may occasionally be in an outdoor environment for tactical/special event assignments, training and tower checks.
