Responsibilities
Summary:
The Data Manager will be responsible for the overseeing and processing collection, management, analysis, reporting, and quality assurance of clinical and operational data related to Substance Use Disorder (SUD) services within Maryland correctional facilities. This position will also manage information/data systems for the purpose of collecting, processing, and reporting timely data reports to meet contractual and operational requirements. The Data Manager will also be responsible for tracking and reporting assessments, client file reviews, outcomes, and compiling information for the monthly, quarterly, and semi-annual reports.
Primary Duties and Responsibilities:
  • The Data Manager maintains and oversees program databases, spreadsheets, referrals and tracking systems for accuracy, completeness, and processing.
  • Inputs and distributes referrals, services provided, and tracks client movement within the programs.
  • In collaboration with clinical team, facilitates tracking of transfers and discharges as to maintain accurate and timely service provision.
  • Ensures records are updated, accurate, and submitted within required timelines.
  • Identifies discrepancies, missing information, and reporting errors and reports to quality assurance and clinical departments.
  • Tracks program metrics, service utilization, and compliance indicators.
  • Prepares routine reports for state director, Maryland Department of Public Safety and Correctional Services (DPSCS) directly related to contract, House Bill 116 initiatives, operational outcomes, and client impact data.
  • Analyzes program outcomes, performance metrics, and key performance indicators.
  • Develops dashboards and reporting tools that support operational and clinical decision making.
  • Generates monthly, quarterly, and annual reports required by contract and director.
  • Provides support and guidance for staff data entry standards and technical assistance.
  • Collaborates with management and staff to improve data tool efficiency and effectiveness.
  • Assists with staff training related to data tool and tracking mechanisms.
  • Collaborates with management team to promote consistency, accountability, and efficiency in data management practices across the program.
  • Provides data and recommendations for evaluating program effectiveness and identifying opportunities for service improvement.
  • Performs other duties as assigned.

Qualifications
Minimum Requirements:
  • Bachelor's Degree in Public Health, Health Information Management Social or Data Sciences, Social Work, or a related field.
  • Must have advanced proficiency in Microsoft Excel, database management.
  • Experience managing large datasets and producing management-level reports.
  • Three to five years of progressively responsible experience in data management, reporting, quality improvement, behavioral health, correctional health services, or healthcare.
  • Experience working within correctional services, behavioral health or substance use disorder treatment programs preferred.
  • Knowledge of Medication-Assisted Treatment (MAT) programs and SUD treatment services preferred.
  • Experience with electronic health records and data visualization platforms preferred.
  • Familiarity with Maryland state reporting requirements and performance-based contracts preferred.
  • Knowledge of data management principles, performance measurements.
  • Ability to analyze large/complex datasets and translate findings into recommendations, reports.
  • Strong attention to detail and commitment to data accuracy.
  • Ability management multiple priorities in a fast pace and complex environment.
  • Strong organizational skills.
  • Ability to maintain confidentiality and manage sensitive information appropriately.
  • Strong critical thinking skills and problem-solving skills.
