Join IDS Internationalโ€™s Cleared Programs team supporting secure and mission-critical environments.
The Construction Surveillance Technician (CST) supports secure construction operations by conducting surveillance activities to maintain compliance with ICD 705 and related security requirements. This role requires monitoring construction processes, identifying noncompliance with secure construction standards, and ensuring that all observable construction elements meet required security guidelines. The CST operates within an active construction environment and is responsible for documenting findings, analyzing designs, and maintaining security awareness throughout the project lifecycle.
Key Responsibilities
  • Operate inspection and surveillance equipment
  • Utilize knowledge of construction disciplines, including civil, architectural, mechanical, electrical, and electronic engineering principles
  • Read and analyze construction designs and blueprints to determine intended use
  • Analyze structural designs and complexities that may conceal unintended purposes
  • Apply knowledge of Technical Surveillance Countermeasures (TSCM) and construction security principles
  • Identify noncompliance with ICD 705 secure construction requirements
  • Maintain continuous observation of construction processes prior to enclosure
  • Write detailed reports and analyses of findings, issues, and security situations
  • Maintain daily logs during assigned shifts

Required Qualifications
Clearance:ย Active Top-Secret clearance required
Citizenship:ย U.S. Citizen
Age: 21 years or older *Note this is a government, not a company, requirement.
Certification:ย Active CST certification required
Education: High school diploma or GED equivalent
Required Experience:
  • U.S. Government-approved CST training and certification
  • Ability to perform construction surveillance in compliance with ICD 705 standards
  • Working knowledge of ICD 705 secure construction requirements
  • Ability to identify noncompliance with construction security standards
  • Understanding of secure construction methods that must remain observable prior to enclosure
  • Experience using alarm systems, metal detectors, x-ray devices, and closed-circuit television systems
  • Ability to read and interpret construction drawings and blueprints
  • Ability to analyze designs and structural complexities
  • Knowledge of Technical Surveillance Countermeasures (TSCM)
  • Ability to communicate effectively in English and produce written reports and analyses
Physical Requirements:
  • Must be able to sit, stand, walk, bend, and move throughout secure facilities for extended periods of time
  • Position may require occasional lifting and/or movement of moderate amounts of weight, depending on assignment requirements

Work Schedule & Conditions
Schedule: Mondayโ€“Friday
Hours:ย Guaranteed 40 hours per week
Overtime may be available or required. Flexibility may be required based on project needs.
Compensation & Benefits
Rate:ย $ 35.00 per hour
Adjusted hourly rates and daily per diem may be available for non-local and/or travel assignments.
Health, 401(k), PTO & Sick Leave, and Paid Holidays are available to all W2 employees of IDS.
