Overview
We are seeking an experienced Program Manager to lead critical technology initiatives supporting the Tolling Division. This role is responsible for overseeing complex application development and operational programs, ensuring successful delivery across the full Software Development Lifecycle (SDLC), and driving strategic technology outcomes that support EZPass and tolling-related services.

Job Description
The Program Manager will provide leadership, planning, organization, and delivery oversight for a diverse technology program team responsible for EZPass application development, support, maintenance, modernization, and operational excellence. This role drives successful execution of technology initiatives, ensures alignment with Tolling Division strategy, and collaborates with stakeholders across business and technical functions to deliver value throughout the program lifecycle.
The Program Manager will oversee program execution, resource planning, risk management, procurement activities, application lifecycle management, and continuous improvement efforts while fostering a collaborative, high-performing team environment. Success in this role requires strong leadership, exceptional communication skills, expertise in Agile and Waterfall methodologies, and the ability to balance competing priorities involving scope, schedule, quality, and cost.
Responsibilities
Program Leadership & Delivery
  • Lead and motivate cross-functional program teams throughout planning, development, implementation, and operational support activities
  • Establish program goals aligned with agency technology objectives and business priorities
  • Drive consistent program delivery across the full lifecycle, including planning, execution, monitoring, and transition to operations
  • Manage program scope, schedules, budgets, risks, resources, and delivery outcomes
  • Track and communicate program progress, milestones, risks, and performance metrics to stakeholders

Team Development & Management
  • Lead, mentor, and develop application development teams consisting of employees and contractors
  • Hold teams accountable for commitments, deliverables, and performance expectations
  • Remove obstacles and facilitate solutions that enable successful project execution
  • Foster a positive, collaborative culture aligned with VDOT values and mission
  • Support team growth and continuous improvement initiatives

Application & Technology Management
  • Oversee development, maintenance, enhancement, modernization, and support of EZPass applications
  • Ensure high levels of application performance, scalability, reliability, and security
  • Lead application lifecycle management activities across multiple technology initiatives
  • Support technical debt reduction and application refactoring efforts
  • Promote adoption of modern infrastructure practices and cloud-based technologies

Stakeholder & Vendor Management
  • Manage relationships with executive leadership, business stakeholders, technology teams, vendors, suppliers, and program sponsors
  • Facilitate collaboration among multidisciplinary teams to achieve program objectives
  • Lead requirements discovery and documentation efforts for requests for proposals (RFPs) and statements of requirements (SORs)
  • Coordinate procurement-related activities and vendor engagements as required

Governance, Risk & Compliance
  • Identify, assess, and manage program risks and mitigation strategies
  • Support internal and external audit activities
  • Promote IT governance best practices and compliance initiatives
  • Ensure adherence to applicable security standards and regulatory requirements, including PCI-related controls

Process Improvement & Operational Excellence
  • Develop and maintain program plans, schedules, task lists, resource allocations, and status reporting
  • Apply process engineering and re-engineering methodologies to improve operational effectiveness
  • Drive continuous improvement and innovation across technology programs
  • Collaborate with peer Program Managers on enterprise tolling initiatives

Requirements
Minimum Qualifications
  • Bachelor's degree
  • Minimum 5 years of experience managing people and large programs
  • Minimum 10 years of overall IT experience
  • Minimum 5 years of experience with DevOps methodologies, including CI/CD pipelines and version control systems
  • Minimum 5 years of experience with Agile, Scrum, and Software Development Lifecycle (SDLC) methodologies
  • Minimum 5 years of experience managing application lifecycle activities, including maintenance, enhancements, and modernization initiatives
  • Minimum 5 years of experience applying both Agile and Waterfall program management methodologies
  • Minimum 5 years of experience blending Agile and Waterfall approaches to meet business and program needs
  • Must be proficient in Microsoft Office tools, including Microsoft Project, Visio, and Microsoft Office Suite
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future
  • Must physically reside within the United States for the duration of the assignment
