Job description

Job Title: Chief Engineer Location: New Kensington, PA Type: Direct Hire Compensation: $175,000.00 Work Model: Onsite – onsite Responsibilities

  • Direct all construction engineering functions for large-scale highway infrastructure projects, encompassing bridges, roadways, and major structural systems.
  • Develop, evaluate, and authorize temporary works and engineering solutions, including cofferdams, formwork, shoring, temporary supports, and demolition sequencing.
  • Deliver technical direction across project teams, ensuring full compliance with DOT and regulatory standards.
  • Serve as Chief Engineer upon transition, holding signing and sealing authority for all engineering plans, calculations, and technical documentation organization-wide.
  • Guide and develop engineering personnel, building technical bench strength and a long-term succession plan within the organization.
  • Partner with project managers and field staff to troubleshoot complex technical challenges and drive successful project outcomes.
  • Serve as the main point of engineering contact for clients, regulatory bodies, design consultants, and independent reviewers.
  • Contribute technical expertise to preconstruction planning, cost estimating, and bid evaluation, including construction sequencing strategy.
  • Define and uphold engineering standards, procedures, and quality assurance practices across the project portfolio.
  • Ensure full compliance with federal, state, and local regulations, including PennDOT, PA Turnpike, and OSHA standards.
  • Direct the development and approval of temporary works engineering strategies supporting large-scale highway construction.

Requirements

  • Bachelor of Science in Civil Engineering, with coursework or focus in steel and concrete structural design and geotechnical engineering (required).
  • Active Professional Engineer (PE) license (required).
  • 10+ years of experience in heavy highway or transportation infrastructure construction.
  • Demonstrated experience leading engineering teams or managing engineering departments on major DOT or infrastructure projects.
  • Proficiency with structural and geotechnical analysis software such as STAAD, AutoCAD, MathCAD, or equivalent tools.
  • Experience with bid preparation and cost estimating processes preferred.
  • Mechanical aptitude and hands-on construction experience a plus.
  • Prior PennDOT or Pennsylvania Turnpike experience preferred but not required.
