Business Systems Analyst
St. Johns County, Florida – Human Resources Department
Position Type: Full-Time Contract - Temp to Perm - $31 per hour
Location: St. Augustine, Florida

Position Overview:
The St. Johns County Human Resources Department is seeking a highly motivated and analytical Business Systems Analyst to support the County's business operations by evaluating, designing, implementing, and improving technology solutions that enhance organizational efficiency and service delivery. The ideal candidate will work closely with department stakeholders, technical teams, and leadership to identify business needs, document system requirements, analyze workflows, and recommend innovative solutions.
This position requires an individual with exceptional communication skills, strong technical aptitude, and the ability to manage multiple projects while maintaining a customer-focused approach.

Essential Duties and Responsibilities:
  • Analyze existing business processes and recommend improvements through technology and automation.
  • Gather, document, and validate business and functional requirements from County departments.
  • Serve as the liaison between business users, software vendors, and IT staff.
  • Develop process flow diagrams, workflow documentation, and system specifications.
  • Assist with implementation, testing, and deployment of new software applications and system enhancements.
  • Coordinate user acceptance testing (UAT) and ensure solutions meet business requirements.
  • Create user manuals, training materials, and conduct end-user training sessions.
  • Troubleshoot application issues and work with technical teams to resolve problems efficiently.
  • Monitor system performance and recommend enhancements for increased productivity.
  • Assist with data analysis, reporting, and dashboard development.
  • Participate in project planning, scheduling, and implementation activities.
  • Ensure compliance with County policies, security standards, and regulatory requirements.
  • Maintain detailed documentation of business processes, procedures, and system changes.
Minimum Qualifications:
  • Bachelor's degree in Business Administration, Information Systems, Computer Science, Public Administration, or a closely related field.
  • Experience in Human Resources is a HUGE plus.
  • Minimum of three (3) years of experience as a Business Systems Analyst, Business Analyst, Systems Analyst, or related position.
  • Experience gathering and documenting business requirements.
  • Strong understanding of business process improvement methodologies.
  • Experience working with enterprise software applications.
  • Excellent analytical, organizational, and problem-solving skills.
  • Outstanding written and verbal communication abilities.
  • Ability to work independently and collaboratively within cross-functional teams.
Preferred Qualifications:
  • Experience working in local government or public sector organizations.
  • Knowledge of Human Resources Information Systems (HRIS), ERP systems, or financial management systems.
  • Experience with Microsoft SQL, Power BI, SharePoint, Microsoft 365, or reporting tools.
  • Familiarity with Agile, Waterfall, or hybrid project methodologies.
  • Business Analysis certifications (CBAP, CCBA, PMI-PBA) are a plus.
Knowledge, Skills, and Abilities:
  • Strong analytical and critical thinking abilities.
  • Ability to translate technical concepts into business language.
  • Excellent project coordination and organizational skills.
  • Strong customer service orientation.
  • Ability to manage multiple priorities and deadlines.
  • Advanced proficiency in Microsoft Office Suite, including Excel, Word, Outlook, and PowerPoint.
  • Ability to maintain confidentiality and exercise sound judgment.

Work Environment:
This position is primarily performed in a professional office environment within the St. Johns County Human Resources Department. The selected candidate must be able to sit for extended periods, utilize standard office equipment, and occasionally attend meetings throughout County facilities.
