Job Summary:
Assigned to the Construction organization as the Project Field Engineer (PFE). Responsible for the organization, process/procedures, and direction of Construction Field Engineering and support staff. The PFE reports directly to the Construction Site Manager and is responsible for all Field Engineering and Subcontract Technical Representatives activities for the project.
Major Responsibilities:
  • Manages all field engineering process and procedures to ensure project, code and corporate compliance.
  • Develops the Field Engineering organizational structure with input from the Construction Site Manager.
  • Performs or delegates all personnel evaluations for field engineering and support staff.
  • Ensures procedures align with Bechtel functional requirements and coordinates functional approvals.
  • Generates site specific procedures as required to assure construction operations conform to engineering design and specifications and unique customer or regulatory requirements as applicable.
  • Develops and is responsible for the Construction Work Package process to ensure timely deliverables (material, inspection records, packages, etc) to field personnel.
  • Develops and is responsible for the Work Control program in coordination with document control.
  • Responsible for the Subcontract Technical Representative program overseeing the technical aspects of all construction managed subcontracts.
  • Coordinates with Supervision to plan construction activities for immediate (4 week) and long range planning (90/180/270 day) activities.
  • Responsible for the effective development and implementation of the Field Engineering inspection process.
  • Establishes an Engineering/Field Engineering working relationship and lines of communications.
  • Responsible for the constructability program within the construction function and coordinating constructability issues with Engineering.
  • Manages the Construction Field Change/Non Conformance Process and performs trend analysis on a periodic basis.
  • Responsible for the Quantity Reporting program within the Construction function including control and reporting of weekly construction quantities.
  • Develops and supports the construction automation plan and its associated programs including Teamworks, Setroute, eTrack, WITS, X fighters, and more.
  • Manages the process for the preparation, approval and periodic receipt inspections for field procured materials.
  • Oversees the Issues Management team for Construction including the creation/closure of corrective action plans (CAPs) and Condition Reports (CRs) as applicable.
  • Coordinates and manages the field engineering turnover process and deliverables with the Start Up group in preparation for system turnovers.
  • Manages the Construction Action Item List to support/resolve constraint that impact field activities and CWPs.
  • Implements and maintains the project welding control program. Implements and maintains the project survey control program.
  • Prepares and executes site mobilization and demobilization plans. Directs the design of temporary construction facilities as required.
  • Maintains the temporary utilities site plans.

Education and Experience Requirements:
  • Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience
  • Must be a US citizen
  • Must possess active security clearance or ability to obtain security clearance.
  • Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education.
  • Must be able to obtain a site security badge.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

Required Knowledge and Skills:
  • Demonstrated leadership in a team-based environment.
  • Self-starter, highly motivated, requiring little supervision, and able to work well in a team environment.
  • Good working knowledge of current design codes and standards such as IBC, SMACNA, ASME, NFPA, NEC, ACI, ASCE, and others.
  • Must be highly proficient in work process development and implementation.
  • Must be highly proficient in planning breakdown structure for and writing construction work packages to Bechtel SWPPs, IWPPs, or other equivalent process.
  • Must be proficient in cost and schedule analysis.
  • Must be proficient in subcontract administration.
  • Must have knowledge of all phases of construction operations relating to field activities, of all engineering disciplines, and jobsite management.
  • Must have direct hire execution experience on projects of $300M or greater.

Preferred Qualifications:
  • 5 years supervisory experience.
  • Prior experience with Nuclear Power plants, DOE or DOD projects.
  • Prior U.S. Government construction experience as a Project Field Engineer or Deputy Project Field Engineer.
  • Prior Earned Value Management experience and training. Knowledge of all phases of project scoping, planning, and execution relating to the construction of multi-discipline works.
  • Experience with, or exposure to Bechtel innovations such as the X-fighters, Smart Completions, Advanced Work Packaging (AWP), and/or DEP.
