Fleet at DCAS manages all NYC vehicles, equipment, fuel, leasing, and related services. The City's fleet includes over 30,000 vehicles and includes NYPD, FDNY, DSNY, and 50 agencies and offices in total, costs over $1 billion+ in expenditure and involves nearly 2,000 full time staff.
The Deputy Director reports to the Director of Auction. The Deputy Director will be critical to DCAS operations due to the increased complexity of the auction program, which operates as a hybrid onsite/offsite model. This position will coordinate all staffing needs and employee coordination, including the management of temporary employees and temporary contract and cost management. The incumbent will be responsible for the overall performance of the program, which is a significant source of revenue production for City operations.
Responsibilities will include the following:
- Manage a staff of auction personnel, including both City employees and temporary staff.
- Contract management and reconciliation of adherence to Citywide contracts.
- Vendor management
- Determination of settlement offers in the event of customer disputes due to advertised vehicle condition.
- Oversight of title chain of custody.
- Respond to customer service requests from agencies for all aspects of the auction program.
- Reporting on auction performance including OTPS needs and revenue production.
- Oversight of M5 integrity as it relates to vehicle disposition.
- Track and assist with all transfers of vehicles within NYC fleet - these are changes of ownership between agencies.
- Relationship management with NYS DMV.
- Provide updates on auction progress during staff meetings.
- Assist with other Fleet initiatives as necessary.

Qualifications

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience acquired within the last fifteen years, of supervisory or administrative experience including handling of business promotion or urban economic problems, at least 2 years of which must have been in a managerial or executive capacity with primary focus on business promotion or urban economic planning; or
2. A satisfactory equivalent combination of education and experience. However all candidates must have 2 years of managerial or executive experience as described in "1" above.
Appropriate graduate study in an accredited college or university may be substituted for the general experience on a year-for-year basis. All candidates must have a four-year high school diploma or its equivalent approved by a State's Department of Education or a recognized accrediting organization.
