The Idaho Transportation Department is hiring a Senior Environmental Planner National Environmental Policy Act (NEPA) to provide environmental support and NEPA compliance for transportation projects for our Headquarters located in Boise, ID. This position will work as a member of a team of environmental and engineering professionals to deliver Federal-aid and State-aid, highway, bridge and other linear transportation construction projects in Idaho. This position will focus on completing the environmental processes required to comply with NEPA, deliver, and construct statewide projects. This position requires working in a deadline driven environment, balancing multiple priorities, and engaging in complex problem solving while providing support to operational staff in environmental compliance.
Occasional fieldwork and travel may be required.
ITD is recruiting to fill one Environmental Planner position and prefers to hire at the Environmental Planner Senior (#22885) classification. However, candidates who qualify for the Environmental Planner (#21073) classification are encouraged to apply and will be considered. The successful candidate will be appointed at the classification level that best matches with their qualifications, experience, and demonstrated competencies.
Note: A driver's license record check is required before a final job offer is made.
EXAMPLE OF DUTIES
    • Expect to function as both a generalist (provide support in multiple environmental resource areas) and as a specialist (provide subject matter expertise in at least one environmental resource area)
    • Expect to do work related to NEPA including endangered species, fish and wildlife, wetlands, water quality, socioeconomic analysis, hazardous materials, air quality, traffic noise, and permitting
    • Expect to work on both projects and program level activities
    • Serve as a subject matter expert
    • Serve as technical support to the Federal Highway Administration, ITD, or local government staff in environmental resource areas
    • As an independent peer reviewer, provide project document quality control, review for sufficiency, technical accuracy and compliance with ITD procedures and state and federal regulatory requirements

    • Coordinate with federal and state agencies, tribal staff, and consultant firms as needed

    • Develop or support training and/or presentations

MINIMUM QUALIFICATIONS
Considerable knowledge of:
  • Environmental concepts and principles
  • Environmental planning methods and impacts associated with transportation project location, design, and construction
  • Methods involved in collecting, analyzing, and organizing data
Some knowledge of:
  • Engineering concepts relating to environmental planning
Experience:
  • Making public presentations of technical study findings
  • Developing plans for mitigation measures
MQ Specialties:
  • Some positions require a valid driver's license.
Desired Qualifications: met by 1 year of experience for the following
  • Experience in interpreting and applying NEPA regulations
  • Experience in linear transportation projects
  • Experience in dealing with federal agencies
