Job description

Duties As a INTERNATIONAL PARTNERSHIP SPECIALIST (TITLE 32), GS-0301-11, you will plan, coordinate, and execute the State Partnership Program (SPP) initiative between the National Guard of a state and the foreign area partner nation. Major Duties - This is NOT an all-inclusive list: * Plan, coordinate, and execute the State Partnership Program between the state and the partner country. * Ensure all actions taken are within the framework, support of, and in concert with international agreements such as the North Atlantic Treaty Organization (NATO) Charter on a distinctive partnership. * Develop, coordinate, and obtain approval for the five year SPP plan based on requests from United States (U.S.) Ambassador to partner country, partner country's Ministry of Defense, and geographic Commander-in-Chief (CINC). * Coordinate and obtain approval through The Adjutant General to NGB, CINC, and where warranted to the Interagency Working Group at Secretary of Defense/Secretary of State level. * Maintain continual liaison with the partner country through the Military Liaison Team (MLT) and the Defense Attaché Office stationed in the embassy of the partner nation. * Conceptualize, plan, coordinate, and execute Familiarization Visits to include visits sponsored by the United States America Information Service (USAIS). * Attention to detail, as well as strict protocol considerations, is of paramount importance. * Coordinate and execute visits to the partner nation by military members and civilian personnel. * Coordinate with the U.S. State Department, Department of Defense (DoD), NGB, Commander in Chief of European Command (CINCEUR), embassy staff of both the U.S. and partner nation, and U.S. Transportation Command when military air is utilized for all aspects of the event. * Serve as the focal point for joint and combined military exercises between the state and the partner nation, which may include other state's partner nations, both in the U.S. and overseas. * In conjunction with the state command structure and the member nation's military leadership, the SPPC develops scenarios for deployment of the State National Guard soldiers and airmen. Requirements Conditions of employment * This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This is required prior to the effective date of placement. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position. * Selectee will be required to wear a military uniform. * Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. * Males born after 31 December 1959 must be registered for Selective Service. * Federal employment suitability as determined by a background investigation. * May be required to successfully complete a trial period. * This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. * IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. * Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. * Must obtain and maintain SCW Certification of "Proficiency Level 2" as part of the DoD Security Cooperation Workforce (SCW) Certification Program. * Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, * The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. * The SECOND area of consideration will be all current Federal Employees. * The THIRD area of consideration will be all Federal re-employment eligible. * The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. * The FIFTH area of consideration will be all U.S. Citizens. Military Grades: Rank NTE LTC Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE : GS-11 Level MUST possess at least 1 year specialized experience equivalent to at least the next lower grade level of GS-9; experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words.
