POSITION SUMMARY

The Paratransit Eligibility Appeals Board reviews appeals and renders decisions in compliance with the Americans with Disabilities Act (ADA). The Board is composed of two members: the Eligibility Appeals Director (who chairs the Board) and a medical doctor (who provides medical expertise supporting both the appeal hearings and the review of Access-A-Ride (AAR) application materials).

Under the ADA, individuals who are denied eligibility or granted conditional eligibility for AAR service—and who disagree with New York City Transit’s eligibility determination—are entitled to an appeal. If the individual disagrees with the Board’s appeal decision, they may seek judicial review through Article 78 proceeding under the New York Civil Practice Law and Rules. The medical doctor may be required to assist in supporting the appeal decision during these cases. Schedules will be provided in advance of hearing dates. The medical doctor may also be required to attend additional meetings or conference calls related to eligibility appeal hearings.

RESPONSIBILITIES

The Staff Physician will assist the Eligibility Appeals Sr. Director (and provides medical expertise) with conducting eligibility appeals via in-person hearings, telephone, video conferencing, review of submitted written application and medical documentation and/or other specified format/s scheduled by the Eligibility Appeals Sr. Director.

Maintain a comprehensive understanding of departmental policies, procedures and objectives and, when reviewing applications and medical documentation, ensures that eligibility appeal decisions comply with the ADA regulations, particularly those governing paratransit eligibility.

Attends subsequent meetings and/or conference calls relevant to the eligibility appeal hearings including assisting Board member/s with responding to AAR appellants’ questions, concerns, and complaints concerning eligibility appeals and supporting appeal decisions when an Article 78 proceeding is filed.

EDUCATION & EXPERIENCE

Graduation from an accredited medical school.

Completion of at least one year of residency and/or clinical equivalent.

Current, valid license to practice medicine in the State of New York.

DESIRED SKILLS

Board certification in internal medicine or a primary care specialty.

Previous experience in medical records review/appeals procedures.

2 to 3 years of medical practice or a satisfactory equivalent

Detail‑oriented and organized; Computer literacy

Excellent communication and interpersonal skills – written and verbal (via telephone and face-to-face).

Demonstrates consistent professionalism in all internal and external interactions.

Ability to adhere to organizational, local, state, and federal guidelines.
