Major Functions The County of Volusia is seeking a Traffic Maintenance Technician Trainee/I/II, depending on experience, for the Road and Bridge Division. This position is located at various locations throughout Volusia County and will be responsible for semi-skilled and skilled manual work in the fabrication, installation, and maintenance of traffic control signs, pavement marking, and roadway striping. Note: This position is mission essential; the selected candidate must be able to report to work to provide continued service for all man-made or natural disasters.

Traffic Maintenance Technician Trainee - Starting $16.15/hr Traffic Maintenance Technician I - Starting $16.79/hr Traffic Maintenance Technician II - Starting $17.76/hr Illustrative Duties (NOTE: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.) ALL TRAFFIC MAINTENANCE TECHNICIAN LEVELS Must be able to follow instructions. Attends work on a regular and consistent basis

Must adhere to Federal, State, County, and Local ordinances. May be assigned to other locations based upon operational needs. Responds to emergency situations.

Performs other duties as assigned. TRAFFIC MAINTENANCE TECHNICIAN TRAINEE/TRAFFIC MAINTENANCE TECHNICIAN I Assists in preparation and assembly of all materials, tools and equipment required for installation and maintenance of traffic signs. Assists in the layout, installation, removal and maintenance of various types of traffic pavement markings to include painted, preformed and hot thermoplastic markings.

Will be required to operate all associated equipment to include but not limited to long line paint striper, thermoplastic trailer and applicators, forklift, 2-1/2 ton flatbed truck and various pickup trucks. Assists sign shop personnel with application of reflective, vinyl and acrylic sheeting materials on sign blanks, barricades or other industry devices. May be required to operate computer-assisted sign fabrication software and hardware.

Assembles, installs, maintains and repairs all types of traffic control signs and assemblies to include construction and maintenance work zone traffic control devices. All work will be performed in compliance with the Manual on Uniform Traffic Control Devices. Responsible for the accurate documentation of all work performed; assists with inventory control and sign shop warehouse to ensure that adequate stock levels are maintained.

May serve in on-call status to provide emergency response on a rotating schedule to after-hour emergencies and requests for services to support other divisions or provide temporary traffic control. Attends work on a regular and consistent basis. Must adhere to Federal, State, County and Local ordinances.

May be assigned to other locations based upon operational needs. Responds to emergency situations. Performs other duties as assigned.

TRAFFIC MAINTENANCE TECHNICIAN II Provides direction and support to lower-level Traffic Maintenance Technicians as directed by supervisors. May serve as crew chief on pavement markings crew. Performs preliminary layout for placement of traffic signs and roadway pavement markings to ensure compliance with State and Federal minimum standards.

Prepares sketches, drawings, and Maintenance of Traffic (MOT) plans for minor roadway construction and maintenance activities. Reads and interprets technical engineering drawings and work orders. Safely and effectively operates and maintains all striping equipment, electronic message boards, arrow boards, etc.

Performs computerized traffic sign fabrication and custom signs to include design, weeding, sheet application, film transfer, and die cut letters. Ensures accuracy of documentation for all services provided, assists with inventory control and documentation. Prepares and maintains accurate and timely work orders.

Serves in on-call status to provide emergency response on a rotating schedule to after-hour emergencies and requests for services to support other divisions or provide temporary traffic control. Minimum Requirements All Traffic Maintenance Technicians must have a High School diploma or GED and must possess a valid Florida driver's license at time of hire and maintain thereafter. NOTE: Applicable certificates must be attached to your application.

Traffic Maintenance Technician Trainee - $16.15/hr This position provides semi-skilled manual work in the fabrication, installation, and maintenance of traffic control signs, pavement markings, and roadway striping. Requirements include: must obtain a valid Florida Class "B" commercial driver's license (CDL) within one (1) year of appointment; and must obtain International Municipal Signal Association (I.M.S.A.) Temporary Traffic Control Technician and Level I Signs and Pavement markings Technician certifications within one (1) year of appointment. Traffic Maintenance Technician I - $16.79/hr This position provides skilled manual work in the fabrication, installation, and maintenance of traffic control signs, pavement markings, and roadway striping

Requirements for this position are one (1) year of experience in the installation, maintenance, and repair of traffic control devices; plus, must possess and maintain a valid Florida Class B commercial driver's license (CDL) within six (6) months of hire; and must possess and maintain an International Municipal Signal Association (I.M.S.A.) Level I Signs and Pavement Markings certification as well as a Florida Department of Transportation Temporary Traffic Control Intermediate certification within six (6) months of hire. Traffic Maintenance Technician II - $17.76/hr This position provides skilled manual work in the fabrication, installation, and maintenance of traffic control signs, pavement markings, and roadway striping. Requirements for this position are two (2) years of experience in the installation, maintenance, and repair of traffic control devices; plus, must possess a valid Florida Class B CDL at time of hire and maintain thereafter and must obtain a valid CDL Tanker Endorsement within six (6) months of hire; must possess and maintain International Municipal Signal Association (I.M.S.A.) Level I and Level II Signs and Markings certifications as well as a Florida Department Of Transportation Temporary Traffic Control Intermediate certification

Knowledge, Skills & Abilities ALL TRAFFIC MAINTENANCE TECHNICIAN LEVELS: Able to establish and maintain effective working relationships. Demonstrated skill in the use of tools and equipment necessary to perform work. Knowledge of methods, practices and tools used in roadway striping equipment and operations.

Knowledge of the Manual on Uniform Traffic Control Devices. Ability to use pavement marking stencils. Ability to work under stressful conditions.

Ability to interact effectively with others. Must be able to relocate to other county locations based upon operational needs. TRAFFIC MAINTENANCE TECHNICIAN TRAINEE: Ability to install traffic control signs, posts and street signs.

TRAFFIC MAINTENANCE TECHNICIAN I: Working knowledge of the methods, practices, tools, and materials used in mechanical maintenance and repair work. Ability to install and direct installation of traffic control signs, posts and street signs. Ability to read and interpret technical engineering drawings and work orders.

Should be familiar with the Manual of Uniformed Traffic Control Devices and FDOT standard indices. Ability to communicate effectively both orally and in writing. TRAFFIC MAINTENANCE TECHNICIAN II: Working knowledge of the methods, practices, tools, and materials used in mechanical maintenance and repair work.

Able to install and direct installation of traffic control signs, posts and street signs. Able to read and interpret technical engineering drawings and work orders. Knowledge of pre-marking intersections and new road construction in accordance with Florida Department of Transportation (FDOT) standards.

Knowledge of basic computerized traffic sign fabrication. Demonstrated knowledge of methods, practices and procedures used in Traffic Engineering and operations. Demonstrated knowledge of the Manual of Uniformed Traffic Control Devices and FDOT standard indices.

Ability to communicate effectively both orally and in writing. ADA REQUIREMENTS: Mental Demands: Ability to perform basic and shop math. Ability to read and comprehend instructions, work orders, maps, blueprints, layouts, and safety rules.

Ability to read and apply rules and regulations contained in the Manual on Uniform Traffic Control Devises. Ability to write simple, compound sentences. Ability to speak clearly and concisely to discuss work related problems and express ideas/opinions for improving job efficiency.

Physical Demands: Able to lift 50 pounds (e.g. removing metal posts with signage attached) with frequent lifting and/or carrying of objects weighing up to 25 pounds. Stooping, kneeling, crouching, crawling, reaching, handling, fingering, hearing; seeing shape, size, distance motion, or other characteristics

Visual acuity (depth perception, peripheral vision) and color acuity necessary to read diagrams and operate a motorized vehicle. Environmental Demands: Both inside and outside work. Exposure to inclement weather including rain, wind, heat, cold, and humidity.
