Job description

GovCIO is currently hiring for a Task Order Lead. This position will be located in Kuwait and will be an on-site position.
Responsibilities
The contractor shall identify and designate a dedicated TO Lead for each awarded TO. For each TO, the Lead shall:
  • Serve as the single TO focal point/interface to the C-PM;
  • Comply with host nation customs and laws and ensure contractor deployed workforce comprehend and adhere to the same;
  • Interface with host nation sponsor to ensure contracted workforce meet entry and exit criteria, that the workforce obtains and maintains the credentials necessary to work within the host nation, and that the workforce quality of life support services are provided (e.g., housing, transportation, communications);
  • Ensure contractor deployed workforce have access to and follow TO specific contractual requirements (contained within the TO Statement of Work (SOW) or Performance Work Statement (PWS));
  • Provide management and oversight of contractor deployed workforce in the execution and performance of TO requirements;
  • Attend command level meetings at the designated TO location(s);
  • Support military policies; promulgate policies to the contractor deployed workforce;
  • Report status on TO metrics, personnel, cost, schedule and performance weekly and monthly to the C-PM and ad hoc, when requested by the government;
  • Assist the C-PM in preparing proposals for government contract modifications;
  • Implement plan to ensure contractor personnel possess and maintain the minimum education, experience and certification(s) necessary to perform TO requirements;
  • Submit to the G-PM all requests for travel, overtime and procurement;
  • When requested, submit trip reports upon completion of government directed travel and training;
  • Notify the G-PM and Contracting Officer Representative (COR) 72 hours prior to movement of any contractor personnel; movements include initial deployment/mobilization, temporary duty (TDY) travel, vacation, emergency leave, and end of tour.

Qualifications
Required Skills and Experience:
Bachelor's with 8+ years (or commensurate experience)
Clearance Required: Secret
  • Bachelor's Degree in any discipline from an accredited university
  • 8 years' experience in: supervising personnel and managing multiple complex technical programs; budgetary responsibility; planning and estimating work loading requirements; and communicating and interfacing with DOD customers
  • 2 years' experience in: managing or supervising personnel in the Middle East
  • 5 years' practical experience in any of the following military communication systems: Information Technology; RF Communications; Satellite Communications; Telecommunications; Analog, Power and/or RF Design; Tech Control
  • Knowledge of FAR and DoD procurement policies and procedures
