Duties
Help
  • Counsels employees, supervisors, retirees, family members, and personal representatives on matters pertaining to the Federal Employee Health Benefits (FEHB) and Federal Employee Group Life Insurance (FEGLI) programs.
  • Determines eligibility for different benefits programs; counsels and assists employees regarding deposit for military service or deposit/re-deposit for previous CSRS and applicable FERS service.
  • Responds to inquiries from customers regarding eligibility to participate or make changes to various benefits programs (retirement, health and life insurance, Thrift Savings Program) and provides guidance on processes for new or changing elections
  • Works within Human Resources, with representatives from Civilian Pay office, the Office of Personnel Management and benefit program vendors to resolve issues regarding benefits entitlements, premiums, or payroll deductions.
  • Reviews personnel records and documentation to identify, research and resolve erroneous or conflicting information; researches program regulations and processes, and responds to written and verbal inquiries regarding benefits programs.
  • Duties as described reflect the full performance, GS-07 level. Duties assigned to the entry GS-06 level will be developmental in nature.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: providing technical or administrative support in the area of employee benefits program delivery, compensation or personnel action processing and review.
You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements when the education is directly related to the position being filled.
