Mexico Trade Compliance & Import/Export Coordinator (IMMEX Specialist)

About the Role

Howard Industries is seeking a detail-oriented and proactive Mexico Trade Compliance & Import/Export Coordinator (IMMEX Specialist) to support our cross-border manufacturing operations. This critical role will manage the seamless, compliant movement of production materials, supplies, equipment, and finished goods between our U.S. and Mexico facilities (primarily Brownsville, TX and Matamoros, MX).

You will ensure full adherence to Mexican Customs Law, the IMMEX program, USMCA/T-MEC, HTS classification, and related regulations while optimizing logistics to minimize delays, duties, and risks. This position partners closely with Procurement/Strategic Sourcing, Warehousing, Logistics/Brokers, and Operations teams to maintain efficient material flow in a high-volume manufacturing environment.


Key Responsibilities

  • Review, validate, and approve pedimentos across temporary (e.g., IN, V1, A1, F4, RT) and definitive regimes; coordinate with customs brokers and internal teams for timely processing.
  • Determine and advise on correct HTS/HS tariff classifications, duties, taxes, and duty mitigation strategies (including PROSEC, Rule 8th, USMCA preferences, and VAT/IVA-IEPS).
  • Collect, manage, and verify critical documentation: Country of Origin certificates, Mill Test Reports (MTRs), Certificates of Analysis/Acceptability, BOMs, and other records required for steel, chemicals, transformer components, and related materials.
  • Select optimal import/export methods (temporary vs. definitive) and coordinate with IE teams, brokers, carriers, and warehouses to ensure materials flow without production delays.
  • Help build and Maintain and reconcile Annex 24 inventory controls, including consumption tracking, returns, scrap, virtual operations, and audit-ready records. Support monthly/annual IMMEX reporting.
  • Monitor shipments, resolve customs/logistics issues, and implement process improvements/SOPs for standardization and compliance.
  • Support internal/external audits (SAT, customs, etc.) and stay current on regulatory changes (RGCE, Ley Aduanera, VUCEM, USMCA).
  • Track KPIs (clearance times, duty costs, compliance rates) and contribute to cost-saving initiatives.


Required Qualifications

  • Minimum 5 years of hands-on experience in import/export operations, customs compliance, or IMMEX/maquiladora programs in a manufacturing environment.
  • Strong expertise in Mexican and U.S. import/export regulations, pedimentos, HTS classification, valuation, country of origin rules, and Annex 24 management.
  • Experience solving cross-border material movement challenges and working cross-functionally with brokers, warehouses, and operations.
  • Proficiency in Microsoft Office (especially Excel); familiarity with ERP systems, VUCEM, or Annex 24 software is a plus.
  • Bachelor’s degree in International Trade, Logistics, Supply Chain, Business, or related field preferred.


Preferred Skills

  • Bilingual (English/Spanish – written and spoken) – essential for effective coordination.
  • Knowledge of manufacturing materials (steel, chemicals, wire, pressboard, etc.) and associated compliance needs.
  • Experience with C-TPAT, OEA, or similar security certifications.
  • Strong communication, team-building, problem-solving, and organizational skills.
  • Ability to thrive in a dynamic, fast-paced border environment.
