The range that is given is an estimate. At AM Pierce & Associates, it is our goal to provide equitable compensation to all employees.The Location: California, MD (AM Pierce Corporate Headquarters)The Work Environment: Remote (US Only)The Description:The Subcontracts Manager is responsible for the management, administration, and oversight of all subcontracting supporting federal and Department of Defense/War (DoD/W) programs. This position provides leadership throughout the subcontract lifecycle, including solicitation, negotiation, award, administration, performance management, modifications, compliance, and closeout.Duties/responsibilities include: Manage the full lifecycle of subcontracts supporting federal and DoD programs.Develop, negotiate, award, and administer subcontracts in accordance with applicable company policies, FAR, DFARS, and other applicable federal acquisition requirements, regulations, and laws.Lead and support NDAs, TAs, RFIs/RFQs/RFPs, and Kick-offs with subcontractors and collaboratively with other areas of the company.Review subcontractor proposals, terms and conditions, pricing, statements of work, and supporting documentation.Lead subcontract negotiations and establish appropriate contractual terms, deliverables, milestones, payment terms, and performance requirements.Monitor subcontractor performance with the internal technical lead on Program, including, but not limited to cost, schedule, technical performance, deliverables, and subcontract compliance.Administer subcontract modifications, amendments, claims, disputes, and other subcontract actions, including closeouts.Maintain complete and accurate subcontract files and documentation in accordance with company policies and applicable regulatory requirements.Support internal, customer, government, and third-party audits and reviews.Coordinate with internal departments (Finance, Program Management, HR, Security, etc.) to ensure subcontract compliance.Leads and participates in responding to internal and external requests for information, investigations, audits, and contract closeout activities.Leads and participates in the company's Contractor Purchasing System Review (CPSR) readiness and ongoing compliance, to include, but not be limited to CPSR preparation, documentation, corrective actions, purchasing system controls, and internal audits.Evaluate subcontractor compliance with applicable contract requirements.Identify subcontract compliance and business risks and develop mitigation strategies.Provide guidance and mentorship to the company.Establish and maintain effective working relationships with subcontractors and internal stakeholders.Ensure subcontract administration practices are consistent with applicable regulations, laws, Directives, Memorandums, company policies, etc.Required Clearance, Education, and Experience:Clearance: Should have the ability to obtain a DoD Secret Clearance, if needed.Education: Bachelor's degree (four-year degree) in Business Administration, Finance, Accounting, or a related field. Minimum of 10 (ten) years of professional experience in subcontracts management and administration.Minimum of 5 (five) years of experience managing subcontracts.Experience: Demonstrated experience supporting DoD and/or other federal government contracting environments.Demonstrated experience leading and/or supporting Contractor Purchasing System Review (CPSR) activities and maintaining an effective purchasing/subcontract management system.Strong knowledge and familiarity with the law, FAR, DFARS, other Supplements, and federal acquisition processes.Strong knowledge and familiarity with all federal contract types: Fixed Price (FP), Labor-Hour (L-H), Time & Materials (T&M), and Cost-Reimbursable.Familiarity with General Services Administration (GSA), Multiple Award Schedules, and Blanket Purchase Agreements (BPAs).Strong attention to detail and organizational skills.Clear, professional written and verbal communication skills for interacting with Customers, both internal and external.Familiarity with Cost Accounting Standards, cost allowability rules and regulations, Service Contract Labor Standards (SCLS), and Truth in Negotiations Act.Serve as a point of contact for routine subcontract questions from internal and external stakeholders.Coordinate with Program/Project Management and Finance/Accounting to support resolution of subcontractor invoice discrepancies.Other duties as assigned.Required Skillset: Strong ability to manage multiple priorities in a deadline-driven environment.Analytical mindset with problem-solving aptitude.Ability to analyze simple to multifaceted issues, focus on researching relevant information, provide an accurate assessment or conclusion based on researched information.Ability to meet short term needs while attending to long term business issues and needs.Team-oriented with a willingness to learn and take initiative in a proactive manner.High level of integrity, ethics, and discretion when handling sensitive information.Proficient with Deltek CostPoint Procurement Module.Proficiency in Microsoft Office Suite (Excel, Word, Outlook).Preferred Skillset: Strong exposure to or familiarity with Contract/Subcontract Management Lifecycle Software.Familiar with Microsoft SharePoint.Preferred: Certifications:National Contract Management Association (NCMA) Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), and/or Subcontracting Fundamentals Certificate.Institute for Supply Management Certified Purchasing Manager (CPM) or similar.Travel:On some occasions, the employee may be required to drive to offices or buildings near the work site.
