Position Summary:
The Chief Engineer shall serve as the Head of the Engineering Department on the TSVRON training vessels, responsible for directing propulsion and equipment operations and maintenance. This role ensures the safe operation, care, maintenance, and repair of all propulsion and auxiliary machinery, as well as mechanical and electrical equipment within the Engineering department.
OT estimated to be 44 hours per week underway.
8 Hours per day in port
12 Hours per day UW
Duties and Responsibilities:
  • Direct the propulsion and equipment operations and maintenance.
  • Direct the actions of the Engineering department personnel, including repair, maintenance, and watch standing duties.
  • Direct the Engineering department's participation in drills, deck operations, and all hands evolutions (e.g., stores loading).
  • Direct and supervise the proper operation, care, maintenance, and repair of propulsion and auxiliary machinery, and mechanical and electrical equipment assigned to the Engineering department.
  • Inspect maintenance and repairs accomplished by shore personnel on equipment assigned to the Engineering department.
  • Ensure fresh water is taken on at each port of call to the maximum practicable.
  • Anticipate Engineering department material and supply needs, prepare and submit requisitions, and ensure effective use of fuel and consumables.
  • Ensure adequate security measures and safety precautions are strictly observed by Engineering department personnel and non-organic maintenance personnel.
  • Inspect the operation of all Engineering department safety equipment.
  • Perform daily inspections of the engine/auxiliary room and Engineering department safety equipment.
  • Check the engine room bell book and log to ensure completion of columnar data and proper entries in accordance with instructions.
  • Comply with all current environmental protection measures and notices.
  • Ensure an adequate and effective Engineering department on-the-job training program is conducted.
  • Assign work associated with departmental "call-out".
  • Stand engine room watch as assigned per operational requirements.
  • Participate in a "Duty Engineer" watch bill that may require attending to the vessel outside of regular work hours, including weekends and holidays.
  • Conduct scheduled visits to the ship when in an unattended status, and/or respond to an alarm condition or loss of power.
  • Establish a rotational watch bill which will identify the Duty Engineer.
  • Will require after-hours availability in emergency or mission-critical situations.
  • Provide contact information to the Government for after-hours reachability.
  • Post an in-port watch bill for a duty engineer no later than one (1) week prior to execution of assigned watches.
  • Be on call to respond to emergencies after hours when the TSV is in Lay Up status.
  • Other duties as assigned.

Requirements & Qualifications:
  • U.S. Coast Guard license/certificate requirements: STCW Requirements: Chief Engineer 3,000 KW (4,000 HP) or More; OICEW; RFPEW.
  • Secret clearance.
  • High school diploma or equivalent.
  • Must possess a valid United States Passport.
  • Must be able to acquire and maintain a Transportation Worker Identification Credential (TWIC).
  • Must be able to acquire and maintain a Common Access Card (CAC).
  • Must be computer literate in Microsoft Office and shipboard monitoring and maintenance software.
  • Demonstrate appropriate management and administrative skills.
  • Logically and independently plan, organize, and complete work assignments.
  • Ability to use independent judgment and discretion to develop and execute innovative solutions to engineering problems.
  • Possess a thorough understanding of all pertinent regulations and laws.
  • Possess excellent analytical, problem-solving, critical thinking and decision-making skills.
  • Successfully submit and complete pre-employment background check.
  • Submit to and pass alcohol and drug tests as mandated by the USCG, including pre-employment, random, and post-accident testing.
