Position Details
This position is grant-funded through the Portland Clean Energy Fund (PCEF) to complete pre-planned PCEF projects including green schoolyard construction, HVAC and envelope upgrade. This grant-funded project will run through December 31, 2029.
Portland Public Schools and the Climate Justice, Energy & Sustainability (CJES) Department is seeking a Construction Project Manager II to manage all aspects of small and large scale construction projects with a specific focus on Clean Energy Project Management.
The Clean Energy Construction Project Manager II performs a variety of technical and administrative duties requiring a comprehensive knowledge of planning, design management and construction administration. This position is responsible for the delivery of completed projects by managing scope, quality, schedule, and budget from pre-design, through design, construction and post occupancy phases. Incumbents in this position are expected to represent the District with the utmost professionalism in public settings and to demonstrate a high level of customer service when working with internal and external stakeholders.
Core areas of focus include: consultant & contractor management, budgeting, cost estimating, public procurement, contracting, and data analysis.
Reporting to the Senior Manager of Climate Justice, Energy, and Sustainability, the Clean Energy Construction Project Manager II exclusively manages the full scope of a wide variety of general tenant improvement projects across multiple sites, including management of formal design and construction solicitations, design and construction contracts, and involves higher construction volumes, challenging schedules and unique situations where deep technical knowledge, expertise and experience in all disciplines of construction are essential. Employees have extensive experience in preparing formal work scope criteria for design
professionals, conducting formal and informal selection processes and have the greatest level of experience and autonomy in negotiating contracts and associated fees.
Basic Function:
Under general direction, serve the educational mission of the District by providing a safe and secure student centered learning environment through leading and participating in the full scope of technical, budgetary and administrative duties related to multiple construction projects, from pre-design, through design, construction and post-occupancy phases; assure on-time within budget quality production standards and scope of work are met; communicate with internal and external stakeholders regarding status of assigned projects and programs. The classification specification does not describe all duties performed by all incumbents within the class.
Representative Duties:
This summary provides examples of typical tasks performed in this classification.
  • Provide project management leadership for all aspects of assigned construction, facilities and asset project activities, such as construction and project meetings, issues resolution, budgets, schedules, contracts and amendments, permits, change orders, contract compliance and amendments, community input, and similar activities.
  • Support the pursuance of the Climate Justice, Energy, and Sustainability department's goals laid out in Portland Public Schools' Climate Crisis Response Policy.
  • Work with District Purchasing and Contracting staff in conducting bid analyses, recommend awarding of contracts, vendor payments and related activities in accordance with local, state, federal laws and district policy;
  • Manage consultant contracts for projects and related services, including developing scopes of work, solicitations and review of deliverables and invoices, and close-out of contracts and permits; ensure contractors comply with all contract elements.
  • Track and monitor assigned budgets; recommend approval of invoices, contractor payment requests and material/equipment lease and purchase orders, as assigned; reconcile expenditures against budget; prepare necessary documentation for review/approval.
  • Monitor and inspect projects throughout the various phases of construction; identify and report potential issues and concerns; follow-up to assure contract standards are met.
  • Develop and maintain detailed, clear, complete and accessible project files and documentation in accordance with legal and District requirements and best practices; conduct internal review and audit of assigned projects activities; document status; develop, review and revise policies and procedures as necessary.
  • Develop reports, memoranda, letters and other documents regarding project status and issues for internal and external distribution; work with district staff, engineers, architects, construction staff and contractors regarding projects status, timelines, deadlines, issues of concern; record and document interactions, projects activities, findings, and progress.
  • Represent the District and work with a variety of community stakeholder groups; lead and participate on facility and asset management-related task forces, community information and input meetings, advisory committees and similar District stakeholder partnerships.
  • Demonstrate a commitment to the Portland Public Schools Equity Initiative by developing a thorough knowledge and application of the district Racial Educational Equity Policy and other board policies; participate in staff development, in-services and trainings related to diversity, equity and inclusion in the workplace and in K 12 education; model appropriate behaviors; develop, recommend and implement improvements to educational business practices with awareness and understanding of their impact in a racially and culturally diverse community.
  • Develop and deliver formal presentations before citizen groups, advisory bodies, the Governing Board and district stakeholders; attend and participate in a variety of conferences, in-service trainings and meetings.
  • Lead teams; provide work direction and guidance to district staff, contractors and others participating in management and /or oversight of district real estate; may provide direct supervision to designated staff, as assigned.
  • Participate in the development of District construction design guidelines, educational specifications and development of future capital construction bond programs.
    Perform related duties as assigned.

Minimum Qualifications:
Education, Training and Experience:
  • All levels of the series require a Bachelor's degree in Architecture, Engineering, Construction Management Planning, Environmental Design or closely related field and the following:
  • The Construction Project Manager II requires three (3) years of experience managing the full scope of design/construction activities, including developing bid specifications for public works contracts in excess of $75,000; Professional designation as a Registered Engineer or Architect, Certified Project Manager or Construction Manager is preferred.
  • Experience serving in a supervisory role is highly desirable.
  • LEED Certification is preferred.
  • Experience in K-12 public education or a large, multi-unit public sector organization is highly desirable.
  • A combination of coursework in the above areas, professional designation as a Registered Engineer or Architect, Certified Project Manager or Construction Manager and experience working in design, construction or maintenance equal to four (4) years of education and experience can substitute for education and experience requirements. Any other combination of education, training and experience which demonstrates the candidate is likely to possess the skill, knowledge, ability and trait characteristics essential for this classification may be considered.
