Period of Performance: 258 calendar days spanning roughly from August 2026 through July 2027, with a winter shutdown/exclusion period from December 2026 through March 2027

Project Overview:
Project Solutions Inc. is seeking an experienced Construction Management Representative for two concurrent projects at the North Rim of Grand Canyon National Park: restoring critical wastewater, potable water, and electrical utility systems damaged by the 2025 Dragon Bravo Fire, and installing a temporary wastewater treatment plant to support the park's reopening and operations.
This role is contingent upon award of project.
Responsibilities and Duties:
- Provide technical assistance and construction management support to the Contracting Officer (CO) throughout the project
- Conduct daily on-site inspections and prepare daily reports with photographs documenting construction progress, quality, workmanship, and safety compliance
- Review and process contractor submittals, Requests for Information (RFIs), schedules, certified payrolls, payment requests, and quality control reports
- Coordinate and facilitate project meetings, prepare meeting minutes, attend safety meetings, and support communication among NPS staff, contractors, and stakeholders
- Monitor contractor compliance with contract requirements, applicable regulations, building codes, and safety standards, including Accident Prevention Plans
- Prepare documentation related to contract modifications, including scope development, government cost estimates, proposal analyses, and negotiation support documents
- Coordinate and document inspections by architects, engineers, code officials, public health officials, and life-safety inspectors
- Manage project records and documentation using the NPS Project Team software, including correspondence, RFIs, submittals, meeting records, photo documentation, and closeout tracking
Required Education, Skills, and Abilities:
Education/Certification:
- Engineer Level I classification for the Construction Management Representative (CMR)
- Minimum OSHA 30-Hour Construction Safety Training certification required
- Must have specialized experience in infrastructure/utility projects and knowledge of construction practices, water/wastewater regulations, building codes, and safety regulation
Experience:
- Specialized experience executing infrastructure and utility projects
- Experience providing construction management support during active construction projects, including contractor oversight and coordination
- Experience reviewing and managing submittals, construction schedules, Requests for Information (RFIs), certified payrolls, and payment applications
- Experience performing construction inspections and evaluating work for quality, workmanship, progress, safety, and compliance with contract requirements
- Experience with cost estimating, proposal analysis, negotiation support, and construction contract modifications
- Knowledge and experience applying federal and state water and wastewater regulations, building codes, and safety regulations
- Experience preparing technical reports, meeting minutes, project documentation, and construction records, including use of Microsoft Project, Word, Excel, and PDF software
Key Attributes & Skills:
- Strong knowledge of construction practices and construction management processes
- Knowledge of federal and state water and wastewater regulations, building codes, and applicable safety requirements
- Ability to perform construction inspections, monitor quality, workmanship, and contract compliance
- Skills in cost estimating, proposal analysis, contract modification support, and negotiation documentation
- Strong technical writing and documentation skills for reports, meeting minutes, reviews, and project records
- Proficiency with Microsoft Project, Word, Excel, PDFs, and project management/document control software
