The Contractor Program Security Officer (CPSO) is responsible for developing, implementing, supervising, and maintaining the security program for Department of Defense (DoD) and/or Intelligence Community (IC) programs. In this role you will support the Director of Security with deliverables required for internal leadership, board of directors, customers, and investors. You will assist in the management of multiple activities in support of both classified launch campaigns and space vehicle development. In this role you will be addressing all security and program related requirements across the spectrum of security disciplines including physical, information, personnel, operations security (OPSEC) and launch/spacecraft integration security. The CPSO must have substantial security-related experience and knowledge of government security regulations, manuals, and processes, including those outlined in the 32 CFR Part 117 (NISPOM), Intelligence Community Directives (ICD-704, 705, etc.), DoD 5205.07, and other applicable manuals. The CPSO will be up to date on current and changing ICD and Tempest requirements.

This position is based out of the Firefly Aerospace facility in Cedar Park, TX on a full-time basis

RESPONSIBILITIES

  • Perform SCIF maintenance functions to include – access control management, SCIF procedural training, daily end of the day checks.
  • Act as Construction Security Manager during SCIF builds – coordinate approvals with customer and work with internal and external teams to execute.
  • Interface with customers and ensure compliance for TSCIF solutions.
  • Investigate security incidents and violations; prepare reports, make specific recommendations for corrective and preventive actions.
  • Author, implement, support, and enforce comprehensive security plans and establish procedures for the handling, storing, and transportation of program assets (i.e., Standard Operating Procedures (SOP), Concept of Operations (CONOPS), Emergency Action Plan (EAP), Program Protection Plan (PPP), Construction Security Plan (CSP), and Fixed Facility Checklists (FFC)).
  • Implement all security requirements for IC and DoD programs under purview to ensure compliance with the National Industrial Security Program (NISP) and relevant DoD and IC policies and directives.
  • Manage document control and program asset management and accountability, preparing and handling incoming and outgoing classified material, destruction, trusted downloads, and general routine security items and oversight.
  • Execute the security self-inspection program as well as the actions required to correct deficiencies and improve the overall security posture of company.
  • Lead IC Security Assessments.
  • Perform aspects of personnel security (PERSEC) to include validation of access requirements, review and submission of investigative requests and nomination packages, and indoctrinations.
  • Ensure personnel security records within your cognizance are accurately maintained in both internal and official government systems of record, i.e., DISS, JADE, TALON/SCT.
  • Assist with the management of classified information systems.
  • Support Business Development by providing security support for proposals.
  • Physical security responsibilities for secure areas, including ability to respond to and investigate after-hour alarms or on-call assignments when necessary.
  • Provide indirect supervision and training of less experienced security staff members.
  • Perform other security-related duties as assigned or required by program needs.

QUALIFICATIONS

Required

  • Must be a US Citizen with a current/active TS/SCI and be willing and able to pass a polygraph.
  • Bachelor’s degree and 5+ years of IC and DoD security experience showing increasing levels of responsibility. Plus experience with SCIF management as either a CPSO or in a supporting role. Additional years of experience may be considered in lieu of a degree.
  • In-depth knowledge and hands-on experience with Sensitive Compartmented Information Facilities (SCIF).
  • Demonstrated experience and knowledge of NISPOM, SAP, SCI, and related security regulations.
  • In-depth knowledge and hands-on experience with Scattered Castle, DISS, NBIS, NISS, Talon, and other security related databases.
  • Experience with and understanding of DD 254’s.
  • Must be a team player, confident in your ability and able to contribute to the overall growth of the security team.
  • Strong understanding of the security procedures and security clearance process and ability to resolve security and/or clearance problems effectively.
  • Ability to communicate clearly and professionally with all levels of management.

  • Experience as a COMSEC Manager or maintaining COMSEC accounts.
  • A self-driven and results-oriented individual capable of working multiple tasks concurrently while maintaining the ability to articulate and present intelligent, decisive, and risk-managed security recommendations and decisions in a dynamic, fast-paced environment.
  • Completion of Government Launch Security training program.
  • Experience developing and executing program protection strategies for existing and developing NISP, SAR, and/or SCI programs.
  • Experience with SCIF construction and ICD 705 Technical Specification.
  • Ability to manage large projects or processes that span outside of immediate job area.
