Job description

The Chief Operating Officer (COO) serves as a key member of the executive leadership team and is responsible for overseeing the organization’s day-to-day operations. The COO translates the organization's strategic vision into operational success by leading service delivery, compliance initiatives, quality improvement efforts, and operational growth. The COO works closely with department leaders to ensure exceptional outcomes for individuals served, employees, and stakeholders.

Reports to: Chief Executive Officer

Key Responsibilities
  • Provide leadership and oversight for all operational functions, including Home Health, Medicaid Waiver Services, Clinical Operations, Compliance, Human Resources, Quality Assurance, and Administrative Services.
  • Ensure high-quality, person-centered services are delivered in compliance with agency policies, regulatory requirements, and best practices.
  • Monitor operational performance, staffing, productivity, service outcomes, and key performance indicators (KPIs).
  • Develop and implement operational processes that improve efficiency, effectiveness, and customer satisfaction.
  • Lead continuous quality improvement initiatives and operational excellence efforts across all service lines.
  • Ensure compliance with all federal, state, Medicare, Medicaid, Medicaid Waiver, and Home Health regulations.
  • Maintain organizational readiness for licensing reviews, accreditation surveys, audits, and regulatory inspections.
  • Oversee incident management, corrective action plans, risk management activities, and quality assurance programs.
  • Monitor compliance with Indiana Administrative Codes (460 IAC), Medicare Conditions of Participation, and applicable employment regulations.
  • Collaborate with leadership to identify compliance risks and implement proactive solutions.
  • Provide direct leadership, coaching, and support to directors, managers, and department leaders.
  • Foster a culture of accountability, collaboration, customer service excellence, and continuous improvement.
  • Support recruitment, retention, workforce planning, succession planning, and employee engagement initiatives.
  • Oversee staff orientation, education, training, and professional development programs.
  • Promote organizational values and maintain a positive, mission-driven workplace culture.
Qualifications
  • Master's Degree in Healthcare Administration (MHA), Business Administration (MBA), Nursing, Public Health, or related field preferred.
  • Minimum of five (5) years of senior leadership or operational management experience in healthcare or related human services.
  • Demonstrated success in regulatory compliance, operational leadership, quality improvement, and team development.
  • Excellent communication, problem-solving, and decision-making abilities.
  • Ability to analyze operational data and implement performance improvement strategies.
  • Strong interpersonal skills and ability to build relationships with employees, stakeholders, and community partners.
Physical Requirements
  • Prolonged periods of sitting at a desk and working on a computer
  • Frequent use of hands and fingers for typing, writing, and operating office equipment.
  • Ability to communicate clearly via phone, video conferencing, and email.
  • Ability to participate in extended virtual meetings and presentations.
  • Ability to travel occasionally for leadership meetings, site visits, conferences, state meetings, or partnership development as needed.

While performing the duties of this job, the employee is regularly exposed to an office environment in which the noise level is usually low to moderate. The employee is occasionally exposed to outside weather conditions as well as Individual residences in which the noise levels are usually moderate.
