Scope of Project:
The Software Developer will support the Public Assistance Recovery and Tracking System (PARTS) Renewal project. The selected candidate will continue work on Phase II of the PARTS project, which focuses on redesigning the current antiquated Mainframe solution for the Lottery Application and replacing it with a new Oracle-based solution. The Software Developer will study the software application domain, prepare software requirements and specification documents, liaise between software users and developers, convey business requirements, participate in system design, coordinate application changes, perform unit and integration testing, and provide guidance and mentoring to other staff.
Responsibilities:
  • Study the software application domain and prepare software requirements and specification documents.
  • Liaise between software users and software developers.
  • Convey business requirements and user demands to development teams.
  • Participate in general system design activities.
  • Coordinate application changes throughout the software development lifecycle.
  • Perform unit testing and integration testing.
  • Participate in research, design, programming, testing, and implementation of software applications.
  • Provide technical guidance and mentoring to other staff.
  • Complete and maintain all system and program documentation.
  • Prepare for and participate in project meetings.
  • Provide knowledge transfer and training to agency staff as required.

Required/Preferred Skills:
  • 84 Months experience working directly with Oracle 19c or higher, including PL/SQL, Functions, Stored Procedures, Table handling, and Tuning.
  • 84 Months experience performing application development using PL/SQL.
  • 60 Months experience performing development work using Oracle Application Express (Oracle APEX) building web-based database application systems.
  • 60 Months' experience monitoring a 24/7 production schedule of approximately 250 jobs per month and resolving operational issues with production control staff.
  • 60 Months experience creating production environment runbooks using shell scripting tools with Perl scripting preferred.
