Job description

Title: Project Manager-Refinery

Duration: 12+ Month with Possible temp to perm

Location: Billings MT-Onsite role on W2

We are seeking an experienced Project Manager to lead multiple capital projects at a refinery facility. The ideal candidate will have a strong background in oil & gas, refinery, or petrochemical projects and be responsible for managing projects from planning through construction and completion.

Key Responsibilities

  • Manage multiple capital projects from initiation through completion.
  • Develop project scope, budgets, cost estimates, and construction schedules.
  • Coordinate engineering, procurement, construction, and commissioning activities.
  • Manage EPC contractors, subcontractors, and project vendors.
  • Work closely with operations, maintenance, and engineering teams to ensure project success.
  • Monitor project cost, schedule, quality, and safety performance.
  • Identify project risks and implement mitigation plans.
  • Prepare and present project progress reports to management.
  • Ensure projects are completed safely, on time, and within budget.

Required Qualifications

  • Bachelor's degree in Engineering.
  • 10+ years of experience in oil & gas, refinery, or petrochemical projects.
  • 5+ years of experience as a Project Manager with full responsibility for project execution.
  • Experience managing engineering, procurement, and construction (EPC) activities.
  • Strong knowledge of project planning, budgeting, scheduling, and contractor management.
  • Excellent communication and leadership skills.
  • Ability to obtain a TWIC Card.

Preferred Qualifications

  • Professional Engineer (PE) license.
  • Experience with refinery capital projects.
  • Strong project controls and cost management experience.
  • Contract negotiation experience.
  • Field construction experience.
  • Experience working with engineering consulting or EPC firms.
