About the Position: The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of War and Defense Health Agency requirements and delivers lifesaving products including knowledge, technology and medical materiel that sustain the combat effectiveness of the Warfighter.

  • Provide strategic oversight of inventory management, developing control strategies, overseeing systems, ensuring record accuracy for all research materials, analyzing data to optimize levels and reduce costs.
  • Manage the entire lifecycle, fostering vendor relationships, negotiating contracts, overseeing requisitions, establishing performance metrics, and leading the team in order tracking and communication.
  • Establishes and enforces robust protocols for shipping and receiving, overseeing the entire process and managing the safe, compliant shipment of biological samples and research materials.
  • Takes a strategic approach, planning for acquisition, deployment, and decommissioning, while overseeing life cycle replacement of medical equipment.
  • Ensures regulatory compliance and quality assurance by developing, implementing, and enforcing policies and procedures that align with institutional guidelines.
  • Analyzes data and develops reports identifying trends, forecasting needs, and generating strategic reports that drive continuous improvement and inform decision-making.
  • Supervises and guides the Contracting Officer Representative (COR) to ensure effective contract monitoring, compliance, and risk mitigation.
  • Leads and develops team, participating in hiring, training, mentoring, evaluating staff, fostering a productive environment, delegating tasks, and managing workload to ensure team effectiveness.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
  • Appointment to this position is subject to a one-year trial period unless the appointee has previously met the requirement.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position is a Term NTE 13 months. This position is a term position and may be extended in one year increments up to a maximum of six years.
  • This position is obligated.
  • This position requires the incumbent to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I) upon entering the position and annually, in accordance with DoD Directive 5500-7-R.

Qualifications
Who May Apply: US Citizens
This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.
WRAIR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) performing logistics management functions in support of a medical mission; (2) conducting analysis in support of medical materiel supply management and/or logistics operations; and (3) participating in the implementation of policies and procedures relative to medical materiel supply management programs and/or logistics operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (You must attach a copy of your transcripts)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (You must attach a copy of your transcripts)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
