Job description

ActioNet has an immediate opening for a Project Manager with 7+ years of experience leading IT, procurement, logistics, and network infrastructure projects—wireless network experience is preferred. The Project Manager will lead execution and scaling of a Telecommunications Utility and Grid initiative supporting U.S. Navy installation telecommunications infrastructure.

This role integrates outside plant (OSP) and inside plant (ISP) telecommunications infrastructure modernization, governance alignment (Roles & Responsibilities framework), sustainment operations, facility power integration, and deployment of a Government-controlled Operational Digital Twin (ODT). The Project Manager ensures alignment across Navy leadership, installation stakeholders, and industry partners.

This is a critical infrastructure leadership role — not a traditional IT Project management position.

Salary Range $110-125k

Location: Honolulu.


Key Responsibilities: 

  • Sustainment & Operations Oversight

  • Oversee stabilization and sustainment of outside plant (OSP) and inside plant (ISP) fiber and copper infrastructure.

  • Own service availability, MTTR, and operational readiness metrics.

  • Coordinate field execution teams, splicing crews, testing personnel, and partner performance.

  • Ensure fleet, machinery, and workforce readiness for OSP activities (trenching, duct banks, manholes, poles, vaults).

  • Infrastructure & Resilience Integration

  • Integrate telecommunications with facility systems (power, grounding, HVAC, generators).

  • Drive resilience strategy including backup communications nodes and power continuity.

  • Address environmental risks impacting OSP (corrosion, water intrusion, coastal exposure).

  • Digital Control Layer Deployment

  • Oversee deployment of a Telecommunications Grid Operational Digital Twin (ODT).

  • Ensure vendor-agnostic integration across OEM platforms.

  • Align ODT with enterprise systems (GIS, MAXIMO, Help Desk, TMS).

  • Maintain authoritative digital representation of OSP/ISP infrastructure assets.


Required Qualifications: 

  • 7+ years managing complex DoD or Federal programs.

  • Demonstrated experience managing OSP and ISP telecommunications infrastructure.

  • Experience supporting U.S. Navy or large installation environments preferred.

  • Strong understanding of fiber optic networks, structured cabling, duct banks, manholes, vaults, and copper transition strategies.

  • Experience leading sustainment-focused infrastructure programs.

  • Familiarity with governance and RACI-based accountability models.

  • Experience integrating cybersecurity and RMF requirements.

  • Active Secret clearance required; TS eligibility preferred.


Preferred Qualifications: 

  • BICSI certification (RCDD, OSP, or equivalent) strongly preferred.

  • Experience with BICSI standards and structured cabling best practices.

  • Background in installation real property and facility integration.

  • Experience with power resilience systems supporting telecom infrastructure.

  • Experience with 5G, broadband, or infrastructure modernization initiatives.
