Position Overview

Chartis Federal is seeking a Telecom Installation Lead (Construction Management Lead) to support the eCOMM VI program in the U.S. Virgin Islands. This role is responsible for overseeing the construction, installation, and deployment of telecommunications infrastructure supporting a P-25 digital Land Mobile Radio (LMR) network for public safety communications.


The Telecom Installation Lead will ensure that all construction and installation activities are executed in alignment with engineering designs, project schedules, and regulatory requirements. Serving as a key liaison between government stakeholders, contractors, and technical teams, this role translates system designs into fully operational communications infrastructure across multiple sites and islands.


This position is contingent upon contract award.


Responsibilities

Construction & Installation Leadership

  • Lead and oversee all telecommunications construction and installation activities, including towers, antennas, radio systems, cabling, and power infrastructure
  • Ensure all work aligns with approved engineering designs, RF plans, and technical specifications
  • Monitor contractor performance, safety compliance, and quality standards

Project Coordination & Stakeholder Management

  • Serve as the primary liaison between GVI/BIT, contractors, subcontractors, and technical teams
  • Support construction bid evaluation and contractor selection
  • Lead site walks, construction meetings, and progress reviews
  • Track schedules, milestones, risks, and deliverables across multiple sites

System Deployment & Performance

  • Oversee installation, integration, and testing of telecommunications systems, including LMR, microwave, and network components
  • Ensure systems meet performance requirements for coverage, signal quality, and interoperability
  • Support troubleshooting and issue resolution during deployment

Quality, Compliance & Reporting

  • Ensure compliance with FCC regulations, P-25 standards, local requirements, and safety protocols
  • Review and approve key deliverables (e.g., installation reports, antenna testing results)
  • Maintain project documentation and provide regular status updates on progress, risks, and performance
Requirements:
  • 10+ years of experience in telecommunications construction, installation, or infrastructure deployment
  • Proven experience with: Land Mobile Radio (LMR) systems (P-25 preferred); Telecommunications tower construction; and site development
  • RF systems installation and integration
  • Experience managing construction contractors and subcontractors in telecom environments
  • Strong understanding of: Electrical systems, grounding, and backup power; Antenna systems and RF infrastructure; Telecom site development (civil, structural, and network components)
  • Experience working on large-scale, multi-site deployments

Preferred Qualifications

  • Experience supporting public safety communications systems (police, fire, EMS)
  • Familiarity with microwave, MPLS, and wide-area trunked radio systems
  • Experience in island, remote, or austere environments
  • Knowledge of FEMA, DHS, CBP, or federal telecommunications programs
  • OSHA certification or equivalent safety training
  • PMP or equivalent project management certification (preferred)
