Space Dynamics Laboratory (SDL) is seeking a detail-oriented Program Manager to join our Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Systems Division. This position will be embedded in the Government's team on Hill Air Force Base helping to lead a complex system integration effort while providing technical, schedule, and budget documentation to support decisions that align with defense industry best practices, sound software systems engineering principles, and strengthen technical rigor.
The selected candidate will work as part of a larger team with customers, engineers, managers, and third-party contractors.
This position is onsite, nonremote in Ogden, UT.
The C4ISR Systems Division delivers mission-critical solutions, specializing in cyber operations, information architecture, strategic deterrence, and ISR. Our division's commitment to innovation and security enables us to provide critical solutions across defense, intelligence, and national security. Key Responsibilities:
  • Leadership role in cross-functional multi-contractor software development team delivering complex system-of-systems radar and support software
  • Manages tasks tracking scope, schedule, budget, risk management and quality
  • Interfaces with internal and external stakeholders including engineers, third-party contractors, and Government sponsors
  • Coordinates software integration and testing activities
  • Facilitates agile/scrum or hybrid program management methodologies
  • Ensures compliance with applicable Government and quality standards
  • Tracks and reports program status, technical progress, and resource allocation to senior leadership and customers
  • Performs tasks under moderate supervision from more senior program managers
  • Fills in for more senior program managers and in their absence, carries on routine functions of the program, including attendance at internal oversight and planning meetings, and program meetings
Required Qualifications:
  • Bachelor's degree in technical engineering, science, or a related field
  • 3+ years of experience in software programming and/or project management
  • Experience with complex software projects with multiple software teams
  • Familiarity with Agile and/or hybrid project management frameworks
  • Proficiency with program management tools (e.g., Jira, Confluence, MS Project, MS Office)
  • Technical domain knowledge of scalable architecture, distributed infrastructure in containerized cloud native software
  • Excellent communication, presentation, and stakeholder management skills
  • Ability to deliver clear, well-organized presentations
  • Understanding of basic program management tools such as budgets and schedules
  • Ability to support new proposal efforts with technical writing, proposal management support, subcontractor evaluation, and other duties as requested and under the guidance of more senior program managers
  • Ability to respond resourcefully to new demands and challenges
  • Must be a U.S. citizen with the ability to obtain and maintain a U.S. Government security clearance
  • Must be able to travel (up to 30%)
Preferred Qualifications:
  • Bachelor's degree in computer science, electrical engineering, computer engineering, or Information Systems
  • Master of Business Administration (MBA) with a technical Bachelor of Science degree
  • Competency in managing budgets and schedules as well as concepts such as critical paths, budget margins, etc.
  • History of innovation and providing new and creative ideas
  • Proficiency in solving technical problems
  • PMP or PMI certification
  • Background in DevSecOps, continuous integration/continuous deployment (CI/CD)
  • Active security clearance

  • $96,000 - $135,000
    • Salary commensurate on education and relevant experience
