Summary Statement
The City of Boise is seeking an Airport Technology Manager to lead technology initiatives in a dynamic and evolving 24-hour airport environment. This role requires a strong balance of technical expertise and people-focused leadership. The successful candidate will build trusted relationships across Airport Operations, IT, vendors, and other stakeholders; navigate competing priorities; and bring people together to develop collaborative solutions. You will need the technical foundation to understand IT systems and technology while also communicating effectively with non-technical audiences.
This is an opportunity for a leader who is comfortable building, improving, and evolving. The ideal candidate will bring a growth mindset, curiosity, and a willingness to learn the Airport's unique technology environment and business operations. Required Knowledge, Experience, And Training

Essential Functions
Manages the work of professional, technical and/or other staff; determines organizational structure, staffing needs, and work strategies; ensures adequate resources are available for staff to perform work duties; and ensures that assigned operations and activities comply with organization goals and objectives.
Leads and manages a cross-disciplinary airport technology team, including hiring, training, performance management, and staff development; fosters a culture of accountability, collaboration, and operational excellence.
Develops and executes the Airport's technology strategy, aligning initiatives with airport objectives, City IT standards, and emerging aviation industry trends.
Establishes priorities and directs daily operations of airport technology services, ensuring reliable, secure, and high-performing systems that support 24/7 airport operations.
Oversees the full lifecycle of airport technology systems as the designated Application/Technology Owner, including planning, implementation, optimization, and replacement.
Leads and oversees airport technology projects and capital initiatives, ensuring effective scope, schedule, budget, and risk management from planning through delivery.
Manages vendor relationships, contracts, and managed services, including Common Use technologies; ensures accountability and alignment with City procurement and IT governance practices.
Monitors and enforces vendor and system performance metrics (SLAs/KPIs), coordinating issue resolution and ensuring service levels meet operational and customer expectations.
Serves as the primary liaison between Airport leadership, City IT, vendors, and external stakeholders, ensuring alignment, communication, and coordinated service delivery.
Ensures compliance with TSA cybersecurity directives and regulatory requirements, and leads incident response and business continuity efforts, including coordination of internal teams and vendors during technology disruptions.

Knowledge of:; Airport operations, aviation industry technology trends, and regulatory requirements; IT service management (ITIL framework) and project management methodologies; Common Use Passenger Processing Systems (CUPPS), flight information display systems, physical security systems, and related airport technologies; Vendor contract structures, managed services models, and performance monitoring; and computer usage including related software.
Ability to:; Communicate effectively with diverse stakeholders, from executive leadership to front-line staff; Manage multiple, concurrent priorities in a fast-paced operational environment; Interpret and apply regulatory and compliance requirements to technology operations; Build partnerships that drive innovation and operational efficiency; Stay current with emerging technologies and assess their potential for operational improvement.; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Preferred Knowledge, Experience, And Training
Experience in aviation or transportation technology environments (i.e. physical security systems, IT infrastructure, cybersecurity, airport resource management systems, digital signage, public address systems, etc.)
Information Technology Infrastructure Library (ITIL), Project Management Professional (PMP), Information Security & Risk or related certification.
