Zantech is looking for a talented Technology Modernization & Innovation SME to contribute to the success of our upcoming Operations and Program Management Support Services project for a Hybrid role based out of Ashburn, VA.

The Technology Modernization & Innovation SME will play a crucial role in providing:

  • Service Delivery Management & Governance (Intake process design and execution, portfolio lifecycle management)
  • Portfolio Management & Resource Allocation (CPIC, TBM, FITARA, IT investment oversight, financial and investment analysis)
  • Business Intelligence & Data Analytics (PMO technical solutions, executive dashboards integrating financial and operational data)
  • Acquisition & Lifecycle Support (Acquisition-related operations support)

The Technology Modernization & Innovation SME provides senior-level expertise in technical strategy, software engineering, cloud architecture, intelligent automation, and rapid prototyping within a Federal environment. This role supports the Government in identifying, evaluating, and demonstrating technology-enabled approaches that improve mission performance, operational efficiency, decision support, and service delivery across the service delivery and resource allocation support environment. The SME advises executive stakeholders by translating complex technical concepts into actionable options, shaping scalable, low-risk solutions that align with Government priorities, security expectations, and operational realities.

Impact: The government's ability to modernize its IT service delivery capabilities - leveraging intelligent automation, AI-enabled analytics, and cloud-native platforms - depends directly on the technical leadership and innovation advisory this role provides.

Responsibilities include, but will not be limited to:

  • Support the Government in identifying, evaluating, and demonstrating technology-enabled approaches that improve mission performance, operational efficiency, decision support, and service delivery across the BEMSD environment
  • Lead or advise rapid prototyping, proof-of-concept development, technical demonstrations, coding challenges, and other innovation activities used to inform Government acquisition or modernization decisions
  • Apply intelligent automation, AI-enabled capabilities, data analytics, customer experience, and platform development approaches to improve workflows, decision support, and mission outcomes
  • Assess technical feasibility, risks, dependencies, security and privacy considerations, and transition approaches associated with modernization initiatives
  • Lead cloud, platform, application, or solution modernization efforts, including hybrid cloud transformation, software development, and technical strategy
  • Advise executive stakeholders, translating complex technical concepts into actionable options and shaping scalable, low-risk solutions that align with Government priorities, security expectations, and operational realities

Required Experience or Knowledge of the following technologies/functions:

  • Minimum of fifteen (15) years of Federal IT modernization, technology management, software engineering, cloud architecture, digital transformation, and/or related experience; 10+ years providing technical leadership for medium or large multi-task projects of high complexity in a Federal environment
  • Skills Required:
    • Demonstrated experience leading cloud, platform, application, or solution modernization efforts, including hybrid cloud transformation, software development, and technical strategy
    • Experience leading or advising rapid prototyping, proof-of-concept development, technical demonstrations, coding challenges, or other innovation activities used to inform Government acquisition or modernization decisions
    • Experience applying intelligent automation, AI-enabled capabilities, data analytics, customer experience, and platform development approaches to improve workflows, decision support, and mission outcomes
    • Experience assessing technical feasibility, risks, dependencies, security/privacy considerations, and transition approaches associated with modernization initiatives
    • Advising executive stakeholders; translating complex technical concepts into actionable options; shaping scalable, low-risk solutions aligned with Government priorities, security expectations, and operational realities
    • Experience supporting DHS or other homeland security, law enforcement, or Federal civilian mission environments is preferred

Required Education/Certifications:

  • Bachelor of Arts (BA) or Bachelor of Science (BS) degree, at a minimum, in Information Technology, Computer Science, Information Systems, Engineering, or a related field
  • Active Project Management Institute (PMI) Project Management Professional (PMP) certification
  • One or more relevant professional certifications in cloud architecture, agile delivery, or platform engineering - e.g., AWS Solutions Architect, Salesforce Heroku Architect, SAFe Agilist, or equivalent certification

Required Security Clearance:

  • US Citizenship
  • Active Top Secret or higher clearance, per contract requirements.
  • Ability to obtain and maintain a DHS clearance is required; active DHS CBP clearance is preferred
