The Company has experienced rapid growth over the past 3 years and recently received a strategic investment from Main Street Capital Corporation (NYSE: MAIN). In addition to our recent growth in Federal Civilian agencies, we are seeking to expand our capabilities in cloud development and footprint in national-security focused agencies within the Department of Defense and U.S. Intelligence Community.
Position Summary
Cybermedia Technologies (CTEC) is seeking a Technology Modernization & Innovation Lead to provide strategic and technical leadership supporting federal modernization initiatives. This role will serve as a senior advisor to Government stakeholders, helping identify, evaluate, and implement innovative technologies and approaches that enhance mission performance, improve service delivery, and accelerate digital transformation efforts.
The Technology Modernization & Innovation Lead will provide expertise across technology strategy, software engineering, cloud architecture, intelligent automation, artificial intelligence, emerging technologies, and rapid prototyping. The successful candidate will work closely with Government leadership, technical teams, and stakeholders to assess current-state capabilities, identify modernization opportunities, develop future-state roadmaps, and implement innovative solutions that address mission needs while reducing risk and increasing operational effectiveness.
This position will support the evaluation, design, and adoption of modern technologies, architectures, and delivery methodologies, helping the Government leverage cloud-native services, automation platforms, data-driven decision-making, and emerging technologies to improve efficiency and mission outcomes. The role requires the ability to translate complex technical concepts into actionable recommendations for both technical and non-technical audiences and to guide technology investments that align with strategic priorities.
In addition to supporting client delivery, the Technology Modernization & Innovation Lead will play a critical role in advancing CTEC's capabilities and thought leadership in modernization, cloud transformation, automation, artificial intelligence, and digital services. The selected candidate will help develop new service offerings, establish reusable methodologies and frameworks, mentor technical staff, contribute to proposal and capture activities, and identify emerging technologies and market trends that create new growth opportunities for the company.
As a senior leader within CTEC, this individual will help shape the company's innovation strategy, strengthen technical excellence across delivery teams, and foster a culture of continuous learning and innovation. This role offers the opportunity to influence both federal mission outcomes and the future direction of CTEC's technology and modernization practice.
Key Client and Project Responsibilities
  • Support the Government in identifying, evaluating, and demonstrating technology enabled approaches that improve mission performance, operational efficiency, decision support, and service delivery across the service delivery and resource allocation support environment.
  • Advise executive stakeholders, translating complex technical concepts into actionable options, and shaping scalable, low-risk solutions that align with Government priorities, security expectations, and operational realities.

Required Qualifications
Education and Experience:
  • BA or BS degree, at a minimum, in IT, Computer Science, Information Systems, Engineering, or a related field.
  • Fifteen (15) or more years of Federal IT modernization, technology management, software engineering, cloud architecture, digital transformation, and/or related experience.
  • Ten (10) or more years of experience providing technical leadership for medium or large multi-task projects of high complexity in a Federal environment.
  • Demonstrated experience leading cloud, platform, application, or solution modernization efforts, including hybrid cloud transformation, software development, and technical strategy.
  • Experience leading or advising rapid prototyping, proof-of-concept development, technical demonstrations, coding challenges, or other innovation activities used to inform Government acquisition or modernization decisions.
  • Experience applying intelligent automation, AI-enabled capabilities, data analytics, customer experience, and platform development approaches to improve workflows, decision support, and mission outcomes.
  • Experience assessing technical feasibility, risks, dependencies, security/privacy considerations, and transition approaches associated with modernization initiatives.
  • Experience supporting DHS or other homeland security, law enforcement, or Federal civilian mission environments is preferred.

Other Requirements:
  • Project Management Institute (PMI) Project Management Professional (PMP) Certification.
  • One or more relevant professional certifications in cloud architecture, agile delivery, or platform engineering (e.g., AWS Solutions Architect, Salesforce Heroku Architect, SAFe Agilist, or equivalent).
  • Active DHS CBP clearance is preferred; ability to obtain DHS clearance is required.
