Job description

Serves as the Technical Writer and Knowledge Management (KM) Specialist for pre-production efforts. Under general supervision edits and rewrites documents for grammatical, syntactical, and usage errors, spelling, punctuation, and adherence to standards; proofreads documentation and graphics for accuracy and adherence to original content; assembles master copies, including graphics, appendices, table of contents, and title pages; assists in document tracking and logging, and consults with technical staff to determine format, contents, and the organization of technical reports and proposals; assists in collecting and organizing information required for preparation of user's manuals, training materials, installation guides, proposals, and reports; edits functional descriptions, system specifications, user's manuals, special reports, or any other customer deliverables and documents; and produces and manipulates graphics and visuals for informative and instructional material. This position additionally owns the program's knowledge management system end to end โ€” planning and standing up the KM system from scratch, executing the build-out, and providing continued management of that system.*This position is contingent upon contract award.*Responsibilities:Take technical terms and verbiage from the engineering team and convert them into user manuals and other end-user documentation.Plan, stand up, and execute the program's knowledge management (KM) system from scratch, and provide continued management of that system throughout the period of performance.Develop the required documentation and training to support database modernization efforts.Develop the necessary documentation and training to support UI/UX deployment efforts.Produce artifacts and documentation necessary to demonstrate appropriate controls for the environment in support of the RMF/ATO effort.Support development of Systems Engineering artifacts and the final report outlining the effort.Prepare presentations, reports, and materials supporting project reviews, stakeholder meetings, and other program activitiesEdit functional descriptions, system specifications, user manuals, special reports, and other customer deliverables and documents.Maintain document tracking and logging for all project artifacts, ensuring version control and CUI marking compliance.Ensure all documents are handled in accordance with DoD Instruction 5200.48 and marked and safeguarded as Controlled Unclassified Information (CUI).Support the monthly Status Report and other recurring deliverables, ensuring timeliness and quality.Other duties as assigned.Qualifications:Years of Experience: Three (3) yearsEducation Level: None. Desired BS/BA in English, Communications, Technical Writing, Information Systems, or a closely related discipline, or equivalent additional relevant experience.Clearance Requirements: Secret. Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.Certification Requirements: NoneAny other work-related qualifications needed for the role:Demonstrated experience with both technical writing and setting up and managing knowledge management systems.Demonstrated ability to take technical terms and verbiage and convert them into user manuals and other documentation.KM experience must include setting up a KM system from scratch โ€” planning and executing the KM system and providing continued management of it.Experience with government deliverables is a plus.Must have experience with the following programs: MS Suite; Word; Excel; Access; MS Project; Power Point; Adobe Creative Suite; Visio.Demonstrated ability to work independently or under only general direction.Experience working highly complex IT systems. Resume must demonstrate experience working legacy system upgrades, modernization, legacy system transition, data migration and/or system analysis and design. Priority given to personnel with demonstrated experience performing functional and technical solutions decomposition that enables solutions analysis and design, and demonstrated experience implementing solutions with respect to modern database design and modern software languages within the federal Government, specifically within the DoD.
